The name of the party submitting a question will not be included on the Q&A document. Project Overview A. Project Description Owens Community College is requesting interested firms to submit qualifications for Architectural/Engineering services for our School of Nursing and Health Professions Renovation. The College will be renovating our 33,560 single story Audio- Visual Classroom Center and adjoining 30,887 single story Library buildings on the east side of our Toledo-Area campus so that we can co-locate all of our health programs into one space and create a new School of Nursing and Health Professions. This renovation may also require the construction of two (2) new -10,000 square foot additions to accommodate all needs for the health programs, if the programming phase determines they are needed. The renovation will include lab space, classroom space, offices, student study areas, support spaces and computer labs for the following programs: 1. Nursing 2. Surgical Tech and Sterile Processing 3. Medical Assisting 4. Dental Hygiene 5. Occupational Therapy 6. Health Information Technology 7. MRI 8. Physical Therapy 9. Radiologic Technology 10. General and Vascular Sonography 11. Exercise Science Boilers and hot water heaters in both buildings will likely need replaced and the roof should be assessed for replacement or repair where necessary. These building will both be vacant at the time of the renovation but are a part of a complex of adjoining buildings that will be occupied. Related but not impacted by this project, the College will be adding an ice plant to serve the AVCC, Library and adjoining MS building. Funding for this project will be outside the scope of this project but this project will need to tie into the new system. Final scope, budget and construction schedule will be developed during the design process. B. Scope of Services The project and construction budget listed in this RFQ is estimated. The project has been approved for design services only, to include developing the POR, schematic design, design development, and will need to include 3D renderings. The AE would then be asked to complete the remainder of services as funds become available. Experience working with major industry medical services providers at the corporate levels is a plus. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner’s project requirements. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Existing Programs “Asset” Assessment for possible use in new space, Schematic Design and Design Development. Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction/Closeout Administration, and Additional Services of all types should be provided but will be completed at a later date once funding becomes available. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov. During the construction period, provide not less than tbd hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. The AE must have experience with Ohio higher education design, either healthcare design or educational healthcare design, and successful projects using the CM at Rick delivery method. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. The Basic Fee includes all professional design services and consultant services necessary for proper completion of the Basic Services, including validation of existing conditions (but not subsurface or hidden conditions) and preparation of cost estimates and design schedules for the project. The Estimated Basic Fee Range is calculated as a percentage of the Estimated Budget for Construction Cost above, including the Owner’s contingency.
