Synopsis: Notice of Intent to Award a Sole-Source ContractAnnouncement Number: NM-AN2122-22-00085Project Title: Refurbishment of the MVP-200 Moving Vessel Profiler Winch for NOAA Ship FairweatherNOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with AML Oceanographic, of Saanichton, BC, for the purchase of services for the disassembly, inspection, troubleshooting, repair, refurbishment, and update of the controller firmware and testing on the Moving Vessel Profiler systems aboard the NOAA Ship Fairweather. These services will be procured to restore full functionality of the MVP-200 System.Sole Source JustificationThe sole source determination is based on the requirement for the use of equipment from the original manufacturer. AML is the original manufacturer of the MVP-200 and since this is refurbishment that has to be completed by the OEM, they are the only company we
can purchase the needed services through. Special NoticeThis notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can provide refurbishment services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses can be sent via e-mail to
Isaac.bright@noaa.gov. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 1200 PM PST on November 12, 2021. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
