The University of Colorado Boulder (UCB) is seeking a consultant team to develop an updated Climate Action Plan (CAP) that will define strategic priorities that can assure a pathway to meet the campus greenhouse gas (GHG) reduction goals with just and inclusive approaches. SECTION I. PROJECT BACKGROUND, OVERVIEW AND GOALS A. BACKGROUND The University of Colorado Boulder is a public university serving a population of approximately 35,000 students along with nearly 10,000 staff and faculty and numerous daily visitors. The four non-contiguous UCB campuses located within the city and county of Boulder encompass 1,200 acres with approximately 13 million square feet of building space within 374 buildings. The campus houses approximately 8,000 undergraduate students and approximately 2,000 residents that live in graduate/family housing. UCB is a student-centered campus community whose core mission is centered on the belonging, well-being, and success of our undergraduate and graduate students. We fulfill our public mission by sharing the positive impacts of new knowledge, in part from our role as one of the world’s top-ranked research and innovation universities. UCB shares a common desire to continuously improve, and we are driven to become a more diverse, equitable, and inclusive university. In 2007, UCB became a signatory to the American College and University Presidents’ Climate Commitment (ACUPCC). With the original 2007 pledge, the campus pledged to both create a climate action plan and to report on campus progress toward meeting these goals through periodic updates to the University of Colorado’s Board of Regents. In 2009, the Conceptual Plan for Carbon Neutrality (CPCN) was completed and approved by the Board of Regents. The 2009 Plan included only Scopes 1 and 2 and did not include Scope 3 emissions. That plan outlined three GHG reduction goals from a 2005 baseline. Additionally, the 2009 CPCN did not address the important threads of climate justice and resiliency in depth. In 2021, Chancellor Phil DiStefano issued a Call to Climate Action that strengthened the last of these goals from the original pledge of 80% by 2050. In 2022, UCB published our comprehensive Energy Master Plan (EMP) and Campus Master Plan. The EMP outlines the goals and pathway to UCB’s decarbonization of campus facility-tied energy use by 2050 through transition to clean thermal energy and implementation of a financially viable mix of on-site and regional clean electricity. The goals in the EMP are as follows: Reduce Facility Energy Emissions (from CY05 baseline) 25% by 2025 50% by 2030 100% by 2050 Facility Electricity from Clean Sources: 50% by 2025 80% by 2030 (including 10% on-site renewable) 100% by 2050 The campus fell short of reaching its 2020 GHG reduction goals by almost 5%. A UCB Sustainability Update was presented to the Board of Regents Capital Construction Subcommittee on March 30, 2015, and a system- wide sustainability report was delivered to the Board of Regents in 2021. B. OVERVIEW The University of Colorado Boulder is seeking a consultant team to develop an updated Climate Action Plan (CAP) that will define strategic priorities to help the campus achieve its greenhouse gas (GHG) reduction goals with just and inclusive approaches. For this project, we are aligning the campus decarbonization goals with the Science Based Targets Initiative (SBTI) and the Paris Accords target to help limit warming to 1.5° C. The CAP will address Scopes 1 and 2 GHG emissions and will determine both the extent to which and in what manner Scope 3 can be addressed. The CAP shall address climate justice, resiliency, and the financial viability of all recommended strategies. The plan is intended to serve as a long-term living document that will be periodically reviewed and updated. UCB has numerous plans in place that are relevant to the CAP update. The CAP update should also draw from exemplary best practices from similar campuses. The CAP shall focus on goals and concrete actions that need to be taken between now and 2030, and that are aligned with the longer-term goals for carbon neutrality. C. GOALS FOR THIS PROJECT For this project, UCB is seeking a CAP with a 2030 goal that is no less than 50% GHG reduction, using industry best standards for scopes 1, 2 and measurable scope 3 emissions (categories 1-14 only; category 15 will be excluded from this exercise), and carbon neutrality by no later than 2050. In addition, we are seeking interim goals that will maintain the necessary pace to reach the 2030 and 2050 targets. Our goal is to implement strategies that are focused onsite or locally, as opposed to measures such as Renewable Energy Credit (REC) purchases or Virtual Power Purchase Agreement (VPPA) contracts. We also intend to create measurable long- term value and community benefit through our climate actions. This project will: (a) Develop a full Scope 1-3 campus-wide inventory (develop in this case means aggregating existing data, filling in any potential data gaps, and packaging the information in a manner that is visually compelling and supports informed decision-making), and then; (b) create an adaptable framework and inclusive vetting process to identify specific steps that will enable the campus to achieve science-based target GHG reduction goals by the dates noted and that help create the highest level of benefit with regard to community health, equity, and resilience. The targeted budget for this project is not to exceed $150,000. The financial proposal is part of the evaluation criteria and suppliers are encouraged to bring their best offer that supports all deliverables while offering competitive pricing. SECTION II. STATEMENT OF WORK The consultants selected are to develop a phased work plan and establish task groups to optimize the time, support, and effort with an array of stakeholders from across campus. The initial meeting(s) will establish the agenda of the phased work plan to move the process forward. For evaluation phases (including developing the GHG inventory), existing conditions, design criteria, resource use, and metering data will be provided by UCB. The process shall include student learning opportunities and involve the university community throughout the development of the plan. The following phased task items are envisioned, but the consultants may propose modifications or enhancements as needed: Phase I: Review of Existing Data and Information 1. Work with UCB CAP Steering Committee and Campus Project Manager (PM) to engage campus faculty and staff expertise in the process and content of the updated CAP. Outreach and organizing responsibilities for this engagement will be determined and clearly outlined at the outset of the project, but it is anticipated that UCB will schedule and organize these meetings and the consultant will participate and lend their expertise. 2. Conduct a data review to determine if the available campus baseline data is sufficient to meet the needs of the broader CAP goals. If existing data is insufficient, the consultant is to identify any gaps and recommendations for both filling those gaps going forward and using proxy data in the interim. 3. The deliverable for Phase I shall include a written memo on the availability of data and identification of questions that need to be resolved prior to beginning the next phase of work. Phase II: Develop a GHG Inventory 1. Compile a current emissions inventory for UCB’s Scopes 1, 2 and measurable Scope 3 emissions within Categories 1-14 with a clear delineation of what is entailed in each scope. Note that UCB will provide all the underlying data for scopes 1 and 2 emissions (e.g., metered electricity and gas data, transportation fuel purchases, etc.) and as much Scope 3 activity data that is available (e.g., records of employee travel). 2. Develop a business-as-usual projection of the inventory through 2030, taking into account campus growth, grid decarbonization, EV adoption rates, and existing plans. 3. The deliverable for Phase II shall be a GHG report with sequential projects to meet UCB’s 2030 goal and estimated to be completed within 3-4 months from project initiation. We are open to cost effective deliverable alternatives or supplements, such as a dynamic, interactive data visualization site (e.g., Tableau or PowerBi). Phase III: Develop the CAP 1. Draft a new Climate Action Plan including implementation that reflects today’s conditions and that will help accelerate UCB’s 2030 and 2050 carbon goals by providing clear, realistic, and cost-effective plans for achieving the climate action and resiliency goals with intermediate benchmarks established and tracked prior to the 2030 and 2050 dates. Each strategy identified should speak to non-carbon goals such as community health, equity, resilience, circularity, and positive ecologic impact. This plan shall include narratives, diagrams, drawings, implementation phasing, design and construction schedules, space programming and layout, all germane existing goals/policies, and budgets. 2. Recommend realistic GHG reduction scenarios to achieve the 2030 reduction goals with near-term action and identification of 2040 reductions to achieve carbon neutrality by no later than 2050. In all scenarios, incorporate principles and projects benefiting climate justice, resilience, and community health outcomes. 3. Develop a list of recommended policies, programs, standards, and actions that can help to create measurable progress towards the overall goals. 4. Provide a high level (rough order of magnitude) financial evaluation with cost estimates of proposed plan(s) and activities (including those addressing energy, transportation, construction, waste, land use, food, water, and purchasing/materials strategies) for viability and expected timeframe for implementation. The UCB budget office will provide input regarding budget availability as needed. 5. Prioritize the list of plans and activities to help provide UCB with a budgetary cost proposal for future planning. 6. Outline the integration of targeted standards into capital projects, as well as overall operation and maintenance priorities. 7. Provide guidance, phasing strategies, and project goals in 5-year increments beginning at the conclusion of the updated CAP. 8. Incorporate climate justice, community health, and resiliency into all aspects of the updated CAP. Work with the faculty lead who will be overseeing the climate justice chapter for the updated CAP. 9. Provide a monitoring and evaluation (M&E) plan to allow UCB to measure GHG reductions and evaluate plan progress toward goals and any shortcomings on an annual basis, as well as identify problems whenever they arise. Phase IV: Project Management and Presentations 1. Work with the UCB CAP Steering Committee to prepare and present plans to the university community, including students, staff, faculty, the public, and the University of Colorado Board of Regents. 2. Provide an updated plan to be reviewed by the UCB CAP Steering Committee within 3 months of the completion of Phase III. 3. Provide a Gantt chart and weekly schedule of all milestones and deliverables. SECTION III. REQUIREMENTS OF BIDDERS Minimum Technical Requirements: 1. Demonstrated experience with at least three relevant Climate Action Plan development processes; experience with Scope 3 emissions preferable. 2. Demonstrated experience with calculating GHG emissions inventories, especially those that include Scope 3 and are used in science-based, target-oriented implementation plans. 3. Demonstrated high level understanding of Colorado and City of Boulder energy and climate policy environment. 4. Demonstrated experience integrating equity, justice, inclusivity, and/or community health principles into climate action planning or clear capacity to do so. 5. Demonstrated data visualization capabilities. Minimum Service Requirements: This is anticipated to be a highly collaborative project, with frequent input from UCB and an interactive development process. The consultant shall provide the following project management services: 1. Coordinate all activities and timelines with the UCB CAP project manager and UCB CAP Steering Committee (as needed) for this effort. 2. For all activities, manage project timelines, issues, risks, and track to completion. 3. Document meeting agendas and meeting notes with dates, action items, and owners. 4. Collaborate with UCB CAP Steering Committee and extended subject matter experts to ensure the vision and needs are met throughout project life-cycle. 5. Provide ongoing monthly status reports to the UCB CAP Steering Committee. 6. Prepare and provide monthly budget status reports to UCB CAP project manager. 7. Facilitate bi-weekly scheduled meetings for updates and deep-dive topics. Meetings may require physical presence on campus from the consultant team. 8. Provide a one-page weekly highlights report. Minimum Qualifications: 1. Provide overall company background, including total number of years in business and the experience of team member assigned to this project. Explain roles and why each member is included as part of the team. Describe the role each team member has played in past similar or relevant efforts, particularly those efforts used as work examples. Provide a list of subcontractors where applicable. Include a resume for each team member including education, specific skills, and relevant experience. 2. Documented experience with climate action planning for higher education institutions, including incorporation of Scope 3 emissions. 3. Provide principal contact information for this solicitation, including address, telephone number, email, and website. 4. Identify a primary and secondary point of contact as the account representative that is responsible for the management of any resulting contract. 5. References: Please provide information from at least three (3) projects of similar scope. References may be contacted at any time during this solicitation process. Include, at a minimum, the following information: 1) company name; 2) contact name; 3) phone number; 4) email address; 5) brief description of project scope and value; 6) status of project. 6. How many clients do you average at one time? How do you manage them and make sure your company provides exceptional service to all clients? 7. Indicate the type of projects your company typically works on. What has been the focus of the most recent four or five projects your company has worked on? How do these relate to the work proposed? 8. Preferred qualification of demonstrated commitment to diversity balance in team and company make-up Methodology: 1. What is the methodology your company uses to formulate plans to meet the climate action planning needs of your client? 2. Please describe examples of unique solutions or tools your company has developed for clients based on creative concepts or technology. 3. How does your company help manage diverse stakeholder desires and concerns? 4. How does your company establish, track, and verify project goals? 5. Bidders must indicate the company’s approach to a project so that the outcome is visible at the beginning. Work Plan: 1. How does your company develop a work plan so that milestones and activities are clear and objective? 2. Provide schedule, intent, and duration of campus visits and on-site team meetings. 3. Provide examples of finalized work plans for a complex project of similar nature. 4. How does your company help guide campus/community communication plans? 5. Provide an example of a recent project from start to finish. What results/deliverables were achieved? What went well and what did not go well? 6. Is there a process in your company’s methodology that ensures timely completion of projects? Share such an example. 7. How is progress tracked during a project to ensure the objectives are achieved? 8. Provide a projected timeline to implement the submitted solution, including appropriate milestones, start- up tasks, training specifications and responsible parties (i.e., supplier or client). Fees: 1. Outline general fee structure and methods of projecting expenses. 2. Provide a detailed price schedule that clearly describes a fixed rate for each role, service, and support that may be involved in each of the subject areas identified in Section II: Statement of Work: Climate Justice, Sustainability, Energy and additional Resource Management and Resiliency. Any sub-consultant expert fees shall be included under the bidder’s proposal. 3. Indicate any specific "service packages" or similar pre-bundled service offerings that should be considered. Term of Contract: The proposed timeline for this process is 12 months, beginning in summer 2022 and wrapping up near the end of spring 2023. The term of the contract resulting from the award of this solicitation shall begin upon execution of the contract and end one (1) year later. The contract may be extended as needed upon mutual agreement. SAMPLE CONTRACT: The successful bidder will be required to sign the University contract. A sample of the University contract can be found under the "Buyer Attachments" section of this solicitation. Bidders may indicate any variances to the University contract under the "Questions" section of this solicitation. USE OF SUBCONTRACTORS/PARTNERS: There may be areas for use of subcontractors or partners in this project. The University encourages use of small businesses wherever viable. If you are utilizing this approach, your proposal must list the subcontractors/partners, their area(s) of expertise, and include all other applicable information herein requested for each subcontractor/partner. Please keep in mind that the University will contract solely with your company, therefore subcontractors/partners remain your sole responsibility. Subcontractors will be held to the same background standards as the awarded supplier. BIDDER PRESENTATIONS: The committee may ask for a presentation for short-listed suppliers. Please note that the date for presentations has not yet been set. If your company is invited to give a presentation to the evaluation team, the dates may not be flexible. SUPPLIER COSTS: The University of Colorado is not liable for any costs incurred by any Supplier prior to signing of the contract by all parties. Supplier will be responsible for all costs related to in-person interviews. SECTION IV. PROPOSAL SUBMISSION All specific response items represent the minimum information to be submitted. Deletions or incomplete responses in terms of content or aberrations in form may, at UCB discretion, render the response non- responsive. Offerors are asked to submit two (2) separate proposals by uploading them to the "Supplier Attachments" portion of this solicitation: • Technical Proposal • Financial Proposal OFFEROR RESPONSE FORMAT: All submissions must comply with the following format. Please adhere to the maximum page limit. Technical Proposal: Please include the following sections in the proposal: 1. Title and brief consultant introduction. Brief descriptions of previous climate plans developed and their outcomes. 2. Work plan and methodology including list and descriptions of all tasks and subtasks. 3. Gantt chart and schedule of milestones and deliverables. High level milestones including milestone, responsible party, and date. 4. Listing of key team members and their role in the project (resumes can be provided in the Appendix A) 5. High level description of potential additional resources to be staffed for project. 6. Synopsis of relevant or similar Climate Action Plan projects (could be one-page project summaries – actual samples of work can be provided in Appendix C) Items one through six have a maximum limit of 25 pages 1. It is the responsibility of the offeror to ensure that the proposal is submitted on or before the submission date and time. SECTION V. EVALUATION AND AWARD A. PROPOSAL EVALUATION All proposals submitted in response to this documented quote will be reviewed for responsiveness by the Purchasing Agent prior to referral to the evaluation committee. A committee will then evaluate all responsive proposals in accordance with the criteria described below. Total Scores will be tabulated, and the contract will be awarded to the offeror whose proposal is deemed to be the most advantageous to the University. If the University requests presentations by short-listed offerors, committee members may revise their initial scores based upon additional information and clarification received in this phase. Please note that the date for presentations has not yet been set. If your company is invited to give a presentation to the evaluation team, the dates may not be flexible. The University, at its discretion, may utilize a Best and Final Offer (BAFO) stage. If this phase is utilized, the Purchasing Agent shall submit to the offerors most likely to receive the award, requests for specific clarification and allow offerors to enhance their pricing. The Purchasing Agent shall coordinate the offerors' responses for review by the evaluation team. The Purchasing Agent shall be the SOLE point of contact throughout the process for all offerors. Please note that the date for the BAFO stage has not yet been set. If your company is invited to participate in this stage, the dates may not be flexible. If the University requests Best and Final Offers by short- listed offerors, committee members may revise their initial scores based upon additional information and clarification received in this phase. In lieu of revising scoring, the University reserves the right to evaluate BAFOs by use of a narrative. The contract will be awarded to the offeror whose overall offer is deemed to be the most advantageous to the University as determined by the evaluation team. The PSC purchasing office, after review and approval of the evaluation team's written recommendation, will notify all offerors via a posting on the electronic solicitation notification system of the results of the solicitation evaluation. The posting will be an announcement of award. In preparing responses, offerors should describe in great detail how they propose to meet the specifications as detailed in the following sections. Specific factors will be applied to proposal information to assist the University in selecting the most qualified candidate for this contract. DETERMINATION OF RESPONSIBILITY OF THE OFFEROR The University of Colorado Procurement Rules state a Purchasing Agent shall make purchases from, and award Contracts to, Responsible vendors only. The University reserves the right to make its offeror responsibility determination at any time in this documented quote process and may not make a responsibility determination for every offeror. Factors to be considered in determining whether the standard of responsibility has been met include whether an offeror has: 1. availability of the appropriate financial, material, equipment, facility, and personnel resources and expertise, or the ability to obtain them necessary to indicate the capability to meet all contractual requirements; 2. a satisfactory record of performance; 3. a satisfactory record of integrity; 4. the legal authority to contract with the University; and 5. and supplied all necessary information in connection with the inquiry concerning responsibility.
