NOTICE TO SOLE SOURCE UNDER FAR 6.302-1 ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR WILL SATISFY AGENCY REQUIREMENTS, TITLE 41 - USC 3304(a)(1)The U.S. Department of Housing and Urban Development (HUD) intends to award a sole source contract to S&P Global Market Intelligence, located at 55 Water Street, New York City, NY 10041, under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Title 41 – USC 3304 (a)(1).The HUD, Office of Evaluation is responsible for developing, maintaining, and updating cash flow models used to estimate credit subsidy rates for FHA’s budget and liability for loan guarantee for FHA’s annual financial statement.  These cash flow models use historical data for loans grouped into risk categories to calculate the net present value of cash flows over the life of a book of business.  Cash flows are estimated for premiums, claims, and recoveries.  A credit subsidy rate for each risk
category is calculated by dividing the net present value of cash flows by projected endorsements.  If the credit subsidy rate is positive, FHA needs appropriations of credit subsidy (as well as commitment authority) before it can endorse new loans.The data procured through this request will allow 1) superior single family risk assessments and 2) more program and related data available to program managers to help improve program performance, hold down costs, and increase the effectiveness with which HUD can maintain and increase the supply of affordable housing. Web access is needed for up to 40 users.The period of performance is for a 12-month base period plus four 12-month option periods. The NAICS code is 519130 Internet Publishing and Broadcasting and Web Search Portals, the size standard in number of employees is 1,000.  This notice is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Darlene Pope at the email address below by 10:00 AM Eastern Standard Time (EST) on April 15, 2020. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement.  Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government.  If no responses are received, HUD will proceed with the sole source award to  S&P Global Market Intelligence.   The anticipated award date of this requirement is around May 29, 2020.  No collect calls will be accepted.  If you have any questions regarding this announcement, please contact: Darlene.Pope@hud.gov.
