N0016423RGP77 – SOLE SOURCE – SP23 Fire Control Connectors – FSC – 5935 – NAICS 334417Anticipated Issue Date: 15 February 2023 – Closing Date: 15 March 2023 – 4:00 PM ESTNaval Surface Warfare Center, Crane (NSWC-CR) has a requirement to procure SP23 Fire Control Connectors, including four (4) Part Numbers, 866-1600-1B / 866-1600-L / 5625061-1B, 866-1600-1C / 866-1600-L / 5625061-1C, 866-1600-1D / 866-1600-L / 5625061-1D, and 866-1600-1E / 866-1600-L / 5625061-1E. This procurement may include Foreign Military Sales (FMS). The Government intends to solicit and negotiate with one source, Cooper International Incorporated, 750 W. Ventura Boulevard, Camarillo CA 93010-8382 (CAGE 99447) under the authority FAR 6.302-1 (a) (2).The Government intends to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ), Firm-Fixed-Price (FFP) contract with a five (5) year ordering period.This procurement is being sole sourced, because it is a non-commercial item specifically designed and tested for the

SP23 Fire Control Subsystem. The drawings are owned by Cooper Interconnect Inc. and therefore cannot be produced by any other vendors. If alternate vendors are selected, their design would have to undergo full certification testing and the vendors would need to procure identical production equipment. The certification and procurement of production equipment could take up to sixty-two (62) months to complete. Furthermore, if the new vendor is not capable of meeting the requirements, there is high likelihood that ship schedules will be significantly impacted. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.Contractors must be properly registered in the System for Award Management (SAM).
