This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All items within the Request for Quote (RFQ) must be fully completed and returned by the due date and time indicated above.
(1) This solicitation document, NIHES201800020, is issued as an RFQ for a Contractor to provide Miscellaneous Bulk Gases & Gas Cylinder Tanks & Drayage in support of the Office of Management (OM) located at the National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, North Carolina. This acquisition is being conducted using the

procedures under FAR Part 13, "Simplified Procedures for Certain Commercial Items" as supplemented by the Health and Human Services Acquisition Regulation (HHSAR).


(2) This solicitation document and incorporated provisions and clauses are those in effect through FAR; Health and Human Services Acquisition Regulation (HHSAR); FAR Federal Acquisition Circular (FAC) 2005-99 June 15, 2018.
(3) Notice of Set-Aside, Associated NAICS Code, and Size Standard: This solicitation is being competed on an unrestricted basis/full and open competitive basis. The associated NAICS code is 325120 - "Industrial Gas Manufacturing" with a size standard of 1,000 employees.

(5) Description of Requirements for the Items to be Acquired: The National Institute of Environmental Health Sciences (NIEHS), located in Research Triangle Park, North Carolina, is one (1) of 27 research institutes and centers that comprise the National Institutes of Health (NIH), U.S. Department of Health and Human Services (DHHS). The mission of the NIEHS is to discover how the environment affects people in order to promote healthier lives. The Branches & Laboratories at NIEHS fall under the Intramural Research and the National Toxicology Program (NTP) Divisions. The NIEHS Office of Management (OM) directs and conducts administrative and facilities management activities for the Institute by providing services in the areas of financial, personnel, acquisition, and supply and property management, as well as other administrative and office services. The OM advises the NIEHS director and staff on developments in administrative management and their implications and effects on program management throughout NIEHS; develops policies on administrative management; and prepares and issues procedures and guidelines for the implementation of administrative policies and requirements. This requirement supports the research laboratory and maintenance operations of the organizations located at NIEHS. Research laboratories at NIEHS require industrial compressed gases, gas handling, delivery, hardware, and related supplies and services for the operation. The miscellaneous compressed bulk gases, cylinder tanks, drayage, and equipment utilized for this requirement must be in compliance with all Federal, State, Local Laws and NIH and NIEHS regulations affecting the safe use and transport of these supplies. The Contractor shall provide certification of tank safety inspections. The Contractor shall provide certification that all gasses meet required purity standards. A fixed price requirements contract type with fixed priced delivery orders is anticipated. The anticipated program value is $1,944,101.36 while the anticipated program ceiling for the acquisition is $2,000,000.00 for 5 years across all contracts issued. There will be no limit on the estimated quantity per year nor will yearly option periods be included. The requirement has an anticipated 5 year ordering period from date of award. Individual delivery orders issued will not exceed a 12-month period and funding will be obligated at the task order level. The number of awards anticipated as a result of the solicitation is one (1).

October 18, 2018: CANCELLATION NOTICE: Based on questions received in response to the solcitiation documents, it has been determined that it will be in the best interest of the Government to cancel the solicitation and recompete the procurement in the year 2019. As such, the solicitation is cancelled in its entirety, effective immediately.
