The Federal Communications Commission’s (FCC) rules allow HCPS to receive discounts under the Schools and Libraries Universal Service Support
Mechanism (otherwise known as the E-Rate program or E-Rate) as listed in the Eligible Services List (ESL). 47 CFR § 54.502(a). The E-Rate program is administered by the Universal Service Administrative Company (USAC). 47 CFR § 54.5. HCPS will seek E-Rate support for the eligible Category Two networking equipment as identified herein.
