What are your goals and objectives for implementing the new permitting software? The main goal is to enable greater workflow collaboration between departments (planning, engineering, building), including building permit, subdivision, code/zoning enforcement, and certificate of occupancy review, along with various permits. Lake management processes should be accounted for in the engineering department. The solution should also increase transparency of the review process/status to the project applicant and improve the
overall customer service experience inside and outside our organizations. 2. Do you have an estimated contract value for this project? No contract price amount has been set. We will negotiate with the successful qualified bidder based on their qualifications and proposed solution. 3. Does the City and/or County of Greenwood have Offeror Minimum Qualifications requirements? While few minimum qualifications were enumerated in the RFQ, we do expect the successful qualified bidder to have experience in providing a permitting software solution for government agencies. The RFQ requests bidders provide a description of types of services they provide and references from other government agencies that have worked with the bidder previously. See Section II.1 of the RFQ. Preferably these references will come from South Carolina government agencies. 4. Does the 10-page limit include the two required forms and separate cost proposal? Any documents provided as part of the proposal will count toward the 10-page limit, excluding a cover page, the 2-page RFQ form, and the separate, sealed cost estimate (see the introduction to Section II and Section II.4). The RFQ provides an opportunity to briefly describe the proposed solution and describe how it can benefit the City/County of Greenwood within the framework described in the RFQ. The RFQ responses will be evaluated and high scoring respondents may be invited to further discuss or elaborate on their proposals with City/County staff. The proper time to present detailed documents (such as standard operating agreements or other standard documents) will be at that meeting. GREe CITY On 3 Souh CAROLINA City of Greenwood P.O. Must we include a cover letter? And if so, will that be included in the 10-page limit? A cover letter would be welcome and as an overview to your response and would count toward the 10-page limit. 6. Should Section II.4 of the RFQ be provided under a separate cover? Yes. Per the introduction to Section II of the RFQ, the hard copy response to Section II.4 should be provided under a separate, sealed cover. Please limit the cost estimate response to 10 pages maximum. 7. What is the current system the City and County are using for permitting and land-use development? We are currently using Cityworks. 8. What is your desired approach to implementation: onsite or remote? We anticipate this project will require a mix of onsite and remote support, especially during implementation and training. Onsite maintenance/troubleshooting may also be necessary following implementation depending on the nature of the issue. The ratio of onsite to remote work will be negotiated with the successful qualified bidder. 9. Does the city or the county have a restraint against the onshore offshore model on this Development Software Implementation? We anticipate responses from around the country. Remote work is acceptable. However, as mentioned above, we expect at least some for onsite work during implementation and maintenance, where necessary. 10. How many total authenticated users will there be? We have 18 user licenses for our current system 10 licenses for the city and 8 for the county. No user licenses are issued for external third-party review partners. The proposed system should be designed to accommodate additional users in the future. City licenses have been issued to 9 staff in the building department and one license to fire. County licenses have been issued to engineering (2), planning staff (5), and the one admin user account to IT staff. 11. How many people are expected to create logins for the public facing side on a monthly basis? We do not have specific data on this metric. We currently process approximately 250 permits monthly this number fluctuates based on the market, time of year, etc. Not all of these GREe CITY On 3 Souh CAROLINA City of Greenwood P.O. We will work with the successful qualified bidder to determine the monthly capacity necessary to create new public users accounts. 12. Should Code Enforcement and Lake Management users have the same access as building, planning and engineering department users? Code Enforcement is a subdivision of Building Inspection and Lake Management is a subdivision of Engineering. They should be given the same access rights as users of their respective parent department that focus on their respective job responsibilities. 13. Do you have templates for any notice and code violation letters the system will generate? The City and County have templates for notice and code violation letters that can be provided to the successful qualified bidder for incorporation into the existing system. 14. How do you foresee the integrations with Bluebeam, GIS, and Incode working? At a high level, Bluebeam, as our plan review software, would need to integrate to allow collaboration for review of plans and the gathering of reviewer comments. GIS and the solution would need to communicate for geocoded address positioning and uploading of permit, violation, and other relevant permitting/review information. Incode is our financial software and will be used to record transactions for the financial department. Specific technical needs of integration will be negotiated with the successful qualified bidder. 15. Will you require integration with any additional systems besides Bluebeam, Incode, and GIS? Integration with these three systems is essential. The only other potential integration is Crystal Systems for generating reports for notification/violation letters. Integration with Crystal Systems will not be necessary if the proposed solution generates reports another way. 16. What Incode product(s) requires integration? We are currently using Incode 9 but will be migrating to Incode 10 this year. a. What are you currently using Incode for? Is it being used for identity verification only or full systems management, including POS funds intake/allocations? The City uses Incode for financial systems management. No integration with County financial software or other financial software is necessary. b. Are you looking for the new system to send payment information to Incode? What payment processor will the City and County want to use for payments made from the online portal? Government Window is our current payment transaction processor. 17. Can the desired Bluebeam integration be a swivel chair situation, with parallel, but separate, plan review (Bluebeam) and host softwares? Or is a direct integration with Bluebeam required? Direct defined as available back-office from a single user dashboard? We envision a direct integration with Bluebeam, such that comments and markups made in Bluebeam are accumulated automatically in one central location accessible to the applicant and such that the solution can indicate which department is reviewing the application. The solution and integration to Bluebeam should be available to all reviewers. Cost will be a large factor in determining if we move forward with that a direct configuration for, but it is the preferred method of integration all three software systems (Bluebeam, GIS, and Incode). 18. Regarding the desired custom integrations, has City or County staff investigated the advantages, capabilities, and cost benefits of purchasing a municipal software hub solution? The City/County has been in contact with several providers of software hub style interfaces. We assembled this RFQ as an efficient way to compare all interested companies, proposals, and pricing. 19. What is the anticipated project start date and desired go live date for the solution? We noticed a date of July 1, 2024 is given in the RFQ; is this the desired project start date or desired go-live date? Implementation cannot begin until the Countys fiscal year starts on July 1. Therefore, July 1 is the desired project start date. The RFQ contemplates a go-live date of December 31, 2024, but the City/County recognizes this will need to be negotiated with the successful qualified bidder depending on scope and timeline of the project and the capacity of the bidder. 20. Do you need historical data migrated? Yes. The answers to many of the following sub questions are technical and will be negotiated with the successful qualified bidder during implementation. Will you be using the data for purely information purposes or there be any need to perform transactional work on the data? Will you have active projects (such as open permits) in the data? Potentially. Permit, site plan, and other application review will need to continue during implementation, including some projects that may tie to existing projects in the database. c. Will you need to close these applications/permits in the proposed solution or are you able to close them out in your current system? Potentially. Permit, site plan, and other application review will need to continue during implementation, and it will depend upon the implementation schedule negotiated with the successful qualified bidder to determine what projects can be closed out in which system. d. Do any of the records require renewals, such as licenses or permits that expire? Potentially. Building permits, plan reviews, and other applications are extended regularly upon request of the applicant and will likely overlap permitting systems during implementation. e. Does the data include scanned documents, such as PDFs or scanned images in other formats? Yes. Applications, plans, copies of permits, and other images/documents have been uploaded in our database and should be preserved and migrated to the new system. f. What is the expected volume of records to be migrated from the previous system, including the volume of documents and attachments? The current solution has been in place for approximately five (5) to eight (8) years. Beyond that, the exact volume of documents to be migrated will need to be determined and negotiated with the successful qualified bidder. 21. Please provide a full list of permit, license, or case types that you would like to be digitized in the new system. Provide a breakdown of each by department. Generally, the City and County utilize all three departments jointly and will share permit types. By department: GREe CITY On 3 Souh CAROLINA City of Greenwood P.O. Building Department: building, electrical, plumbing, mechanical, plumbing, demolition permits, appeals requests, and certificates of occupancy application. Code enforcement violation notices and forms. b. Planning Department: subdivision plan review application, rezoning request, variance, appeals, sign permit, temporary use permit, and zoning enforcement violation notices and forms. c. Engineering Department: land disturbance permit, lake management permit, and dock repair permits. A more specific answer to this question will be negotiated with the successful qualified bidder, and any required permit types not listed here will be provided at that time. 22. Can you describe your current permitting process and any pain points, workflow needs not being met, or challenges you're facing with your current system? Issues the City/County are facing with our current permitting/plan review process include lack of a public portal: there is no easy way for the public to submit plans online or track its review status, and applications are typically submitted in hard copy format. Applicant and permit information must be manually entered by staff. The current workflow solution does not integrate with Bluebeam, and therefore plan review effectiveness and coordination with other departments is greatly reduced. 23. What level of customization or configuration do you require in the permitting software? The answer to this question will be developed with the successful qualified bidder as part of the implementation process. 24. What reporting and analytics capabilities are important to you for monitoring and analyzing permitting data? At minimum, the system should be able to generate reports regarding permits issued by jurisdiction, number of permits issued, type of permits issues, number of plan review applications, etc. The solution should be able to generate reports for either the city or county, together or separately. Additional specific report functionality will be negotiated with the successful qualified bidder. 25. Are there any specific compliance or regulatory requirements that the permitting software must meet? None that we are currently aware of. How do you envision the training and onboarding process for staff members who will be using the permitting software? Ideally, initial training would be provided by the successful qualified bidder as part of the initial implementation and, later, as part of the onboarding process for new employees. At minimum, our staff will need training upon implementation. Recuring project maintenance/training cost will determine if outside training is feasible for newly hired employees. 27. What security measures and protocols do you expect the permitting software to have to protect sensitive data? As the solution will have a public facing portal that transfers information through the internet, security protocols will be required. Other security measures are also likely warranted. The successful applicant will work with the City/County IT departments to make sure these security concerns are addressed. 28. Do you have any preferences regarding the deployment model (cloud-based, on-premises, hybrid) for the permitting software? Cloud-based is preferred. See Section I of the RFQ. 29. Are there any additional requirements or considerations that you would like vendors to address in their proposals? Any requirements not addressed within the RFQ process will be negotiated with the successful qualified bidder upon award of the project. GREe CITY On 3 Souh CAROLINA
