PART I – COMBINED SYNOPSIS/SOLICITATIONHEATING FUEL DELIVERY, HARPERS FERRY JOB CORPS CENTER, 146 BUFFALO DRIVE, HARPERS FERRY, WV 25425PERIOD OF PERFORMANCE:  NOVEMBER 1, 2021 THROUGH APRIL 30, 2022 WITH NINE (9) SIX MONTH OPTION PERIODSThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.This combined synopsis/solicitation is issued as a Request for Quotation (RFQ), number 1031445.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-5 dated September 10, 2021.This acquisition is solicited as a total Small Business Set-aside under NAICS Code 454310 with a small business size standard of 100 employees.See the attached Bid Schedule of Supplies or

Services for the line item numbers and items, quantities, and units of measure.  The attached bid schedule shall be used to develop and submit price proposals.Basic description of this acquisition and resulting contract is to provide all supervision, labor, management, transportation, supplies, materials, tools and equipment necessary to perform work required for heating fuel delivery to the Harpers Ferry Job Corps Center located in Harpers Ferry, WV in accordance with the specifications and provisions of this announcement and resulting contract. See Part III, “Contract Documents and Attachments” of this RFQ for a full description of the requirements.One single award shall be made against this acquisition as a Firm Fixed Price contract.  The period of performance for this firm fixed price contract shall commence November 1, 2021 through April 30, 2022 with nine (9) 6 month option periods. As previously stated, delivery shall be made to the grounds of the Harpers Ferry Job Corps Center, 146 Buffalo Drive, Harpers Ferry, WV 25425.Federal Acquisition Regulation (FAR) provisions 52.212-1, Instructions to Offerors-Commercial; and 52.212-2, Evaluation-Commercial Items apply to this acquisition and are included in Part III of this RFQ.
