Department of Veterans Affairs/VISN 5/RPO-E/NCO5 Sources Sought Notice Bleeding Control Station and Kit Veterans Affairs Network Contracting Office (NCO) 5 is seeking sources for Bleeding Control Stations and Kits for the Martinsburg VA Medical Center. The requirement will enhance emergency preparedness and response functions at the Martinsburg VA Medical Center, Community-Based Outpatient Clinics (CBOCs) and other facilities. The NAICS code for this contract action 339113 - Surgical Appliance and Supplies Manufacturing (SBA Size Standard: 800 employees). The Product Service Code for this action is 6545 - Replenishable Field Medical Sets, Kits, and Outfits. Responses from vendors classified in similar NAICS codes and/or PSCs are encouraged and will be accepted. The equipment being sought for the requirement is listed below PART 1: The Vendor shall be able to provide new Public Access Bleeding Control Stations (CABINETS) with the supplies specified. (1) A Polycarbonate Cabinet,
semi-transparent, with double side-hinged front door panel, and spring-loaded positive closing latch, with wall mounting hardware. Cabinet dimensions are to be 20 high x 15 Â1⁄2 wide AND NOT TO EXCEED 4 deep (this is essential in order to meet the four (4) inch wall protrusion requirement found in NFPA 101, Life Safety Code, Chapter 19. (See Sample 1) (2) Each above cabinet will have a Bleeding Control Station Customized Face Label (See Sample 1) (3) Each above cabinet will contain one (1) XTricate Lyte (or equivalent) high performance, disposable emergency stretcher, capable of carrying 500 lbs with open dimensions of approx. 75 x 30 (4) Each above cabinet will contain (8) Individual Bleeding Control Refill Kits as described below. These kits will be individually vacuum packed with visible labeling and marking. Each Individual Bleeding Control Kit contains the following: One (1) Instructions For Use Card (See Sample 2) Two (2) Pairs of Nitrile Medical Gloves, any color, Large One (1) 6 compression bandage-dressing for multi-purpose wound/trauma Two (2) Z-Fold Gauze, with quick clot hemostatic agent, 3 x 4 roll One (1) Pair of Piranha Trauma Shears (5.5 ) One (1) multipurpose style, stretched, wrap and tuck tourniquet One (1) Black Permanent Fine Point Marker (eg. Fine point Sharpie) Part 2: The Vendor shall be able to provide an additional XTricate Lyte (or equivalent) high performance, disposable emergency stretcher, capable of carrying 500 lbs with open dimensions of approx. 75 x 30 Part 3: The Vendor shall be able to provide Bleeding Control Station Refill Kits. These kits will be individually vacuum packed with visible labeling and marking. These kits are part of the emergency response to an active assailant on the Medical Center campus or surrounding sites under the jurisdiction of the Martinsburg Medical Center. Each Individual Bleeding Control Kit contains the following: One (1) Instructions For Use Card (see sample) Two (2) Pairs of Nitrile Medical Gloves, any color, Large One (1) 6 compression bandage-dressing for multi-purpose wound/trauma Two (2) Z-Fold Gauze, with quick clot hemostatic agent, 3 x 4 roll One (1) Pair of Piranha Trauma Shears (5.5 ) One (1) multipurpose style, stretched, wrap and tuck tourniquet One (1) Black Permanent Fine Point Marker (eg. Fine point Sharpie) Standards: All equipment provided shall be compliant with OSHA standards for hospitals. The new cabinets must match existing cabinets which are wall mounted stations that meet the required four (4) inch protrusion requirement found in NFPA 101, Life Safety Code, Chapter 19. Interested parties may express their interest by providing a complete response no later than Tuesday, March 26, 2024, at 7:00 am ET. The response must provide clear and unambiguous evidence to substantiate the capability of the party to satisfy the requirement. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information. However, due consideration will be given to all feedback and any feedback received may be used to revise the requirements. Information from this Sources Sought Notice may lead to one-on-one market research discussions and other recommended approaches to industry engagement. The results of this notice will help identify a procurement strategy, including a set-aside, if appropriate. We plan to publish a solicitation on/around the end of March 2024.
