REQUEST FOR PROPOSALS Summit County (“County”) is soliciting proposals from qualified consultant firms or individuals (“Respondent” or “Respondents”) with experience in planning, engineering, and architecture of civic facilities to provide facility condition and usage analyses in order to develop a twenty-year Facilities Management Plan (“FMP”) for the County. It is anticipated that the FMP will form the foundation of a facilities program for the expansion, renovation, and/or replacement of existing facilities and to help formulate a Capital Improvement Program (“CIP”). This Request for Proposals (“RFP”) is intended to provide the general information needed to respond to this proposal. II. BACKGROUND The County provides services from several facilities. Major employeeoccupied facilities are located in Coalville, Hoytsville, Kamas, Quinn’s Junction, Silver Creek Junction, and Kimball Junction. The County desires a study to analyze the physical condition and organizational use of several of the buildings to identify deficiencies, problems, maintenance items, hazards, risks, and code compliance, as well as to best plan for the County’s future workforce and utilize the County’s buildings to advance the organization’s goals and values around inclusion and equity, breaking down silos and improving communication, health and wellness, sustainability, collaboration, and innovation. The County’s policy advocates “green and sustainable” and to minimize environment impacts, so the condition assessment should include an evaluation of mechanical systems and electrical equipment, lights, and controls and recommend measures that support “green and sustainable” goals. The analysis shall include: · Organizational review and spatial analysis for the efficient utilization of facilities taking into account current and projected needs. · Capital Improvement Project (CIP) recommendations for immediate, one, five, ten, and twenty year expenditures including related cost projections for the recommended improvements. · Facility replacement costs. The intent here is to determine the cost of a like facility either in the same location or alternate needs-based location per recommendations.
