THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The program office within Program Executive Officer, Land Systems Marine Corps (PEO LS) Ground Based Air Defense (GBAD) intends to negotiate and award a Woman-Owned small business (WOSB) sole-source contract to Trident Technologies (Trident), 310 Bridge Street, Suite 350 Huntsville, AL 35806 for liaison support, program management and engineering services as GBAD develops and improves the Maneuver Short Range Air Defense (MSHORAD) and Cruise Missile Defense Systems (CMDS) capability for the Marine Corps. This effort is expected to be awarded in the first quarter of Fiscal Year 2019 with an approximate period of performance of a 12-month base year with four 12-month option periods.Trident's detailed knowledge of the systems being managed by the U.S. Army PEO Missiles and Space (MS) and USMC PEO LS specifically related to products produced by Program Manager (PM) GBAD with effective, and efficient liaison, program planning and
integration, strategic planning, and engineering services as well as enabling agile acquisition, to ensure research and development activities being conducted by the U.S. Army can be leveraged to meet PM GBAD's mission.Trident currently provides subject matter acquisition expertise to the U.S. Army's PEO MS located at Redstone Arsenal, Huntsville, AL. In their role, they have the most up-to-date understanding of the portfolio of systems managed by the PEO MS and their requirements, schedules, test planning and results, and evolving acquisition strategies. They work daily with the CMDS office as it develops, fields and sustains short to medium range air defense sensors and weapons to protect maneuvering forces and key critical assets from aerial attack and surveillance from threats including cruise missiles, unmanned aerial systems, fixed wing and rotary wing aircraft and rockets, artillery and mortars. Each individual system within CMDS plays a specific role and when employed together form a single integrated unit that protects the force, contributes to gaining information dominance, and supports the conduct of decisive operations through dominant maneuver. Trident directly supports all individual CMDS systems which includes variants of the following: a) Stinger Based Systems to include Stinger, Avenger, Dual Mounted Stinger (DMS) and other ground variants as well as air-to-air variants including Air-to-Air Stinger with supporting Air-to-Air Launcher; b) Sentinel Radar; c) Program Director Counter-Rockets, Artillery and Mortar (PD C-RAM); d) Indirect Fire Protection Capability Increment 2 - Intercept (IFPC Inc 2-I); and e) other related systems, subsystems, or components thereof. This expertise along with its knowledge of the USMC PM GBAD acquisition efforts is positioned to provide effective and efficient liaison capability to ensure maximized leveraging of US Army programs to meet USMC PM GBAD acquisition mission. The Government has determined that Trident is the only WOSB with the ability to provide the Marine Corps with the capability described above.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(5), as implemented by Federal Acquisition Regulation (FAR) 6.302-5 (b)(7) "Authorized or Required by Statute", specifically sole source awards under the WOSB Program-15 U.S.C 637(m). Unless stated herein, no additional information is available. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within five calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government property and will not be returned. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent.
