Environmental and Cultural Resources Services Blanket Purchase Agreement Solicitation: 140R4018R0026 PROJECT DESCRIPTION AND PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region, has a requirement for a full suite of Environmental and Cultural Resources Services. Services may include, but are not limited to the following: It is anticipated that this solicitation will result in 5 year multiple award Blanket Purchase Agreements to obtain a full range of environmental, cultural resources, and related services for projects within the Bureau of Reclamation for the following states regardless of regional affiliation: Arizona, Idaho, Colorado, New Mexico, Nevada, Utah, Texas, and Wyoming. The Scope of this BPA is for environmental and cultural resources support and services to include activities associated with, but not limited to: National Environmental Policy Act (NEPA) Endangered Species Act (ESA) Migratory Bird Treaty Act (MBTA) Clean Air Act (CAA) Clean Water Act (CWA)
National Historic Preservation Act (NHPA) Native American Graves Protection and Repatriation Act (NAGPRA) Archaeological Resources Protection Act (ARPA) Resource Conservation and Recovery Act (RCRA) Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Specific disciplines covered by this BPA include but are not necessarily limited to: Cultural Resources including Archeology, Historical Architecture, History, and Ethnography Paleontology Air and Water Quality Terrestrial, Wetlands, and Aquatic Ecology Biology Economics Environmental Sciences Hydrology Geology Geographic Information Systems (GIS) Adaptive Management Recovery Implementation Plans Collaborative Partnerships Meeting Facilitation and Support The contractor may be required to conduct various types of field work including surveys, monitoring, mitigation activities, and sampling. Specific details of these types of activities will be included in the statement of work (SOW) for the individual calls. All contractor personnel involved in field work shall meet the minimum educational and experience requirements outlined in this Scope of Work and in individual calls. The contractor shall be responsible for obtaining the necessary permits and access documents required to conduct fieldwork. COMPETITION: Solicitation No. 140R4018R0026 is anticipated to be a Total Small Business Set-Aside, Firm-Fixed Price, Multi-Awarded, Blanket Purchase Agreement. The requirement shall be procured in accordance with Subpart 13 of the Federal Acquisition Regulations. The anticipated period of performance is from July 1, 2018 to June 30, 2023. The project specifications and project location will be defined in each request for quotations associated with individual calls. NAICS AND SIZE STANDARD: The NAICS code for this project is 541990, All Other Professional, Scientific and Technical Services with a small business size standard of $15 million. SOLICITATION RELEASE DATE: The release date for Solicitation No. 140R4018R0026 is anticipated to be the week of April 27, 2018.
