Media Graphics System -Système d’infographie média Project Description :**la version française suit** PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES. CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFP”) to replace our current production focused graphics systems across the country. An Agreement resulting from this RFP may be for three (3) years with two (2) irrevocable option(s) to extend for two (2) year period(s). 1. SUMMARY OF REQUIRED GOODS/SERVICES: The key objective in issuing this Request for Proposal (“RFP”) is to identify CBC/Radio-Canada’s future Supplier(s) of Goods/Services to replace the current graphics systems deployed for television News and Non-News (General TV / Entertainment / Sport / Rentals). The scope of supply covers multiple areas (modules), as outlined below. Proponents are strongly encouraged to submit Proposal(s) for multiple Modules as outlined below. Each
Module will be evaluated separately and collectively which may result in an award of one or more contracts. CBC/RC is looking to potentially award one or more contracts to one or more Proponents based on CBC/RC evaluations (best of breed solutions). It is anticipated that these modules may be a standalone tool or service that will require integration with the other noted modules. Proponent is free to propose one or more modules, with the Proponent: i) responsible for and assisting with integrating those modules including those of any sub-contractors. ii) to provide technical assistance to support integration with 3rd party and CBC/RC internal systems. Common Requirements; Operational & Technical Requirements across all Modules Module 1) HTML5 Graphics (GFX) System Template & package management (see supporting backend in module 6). This module applies to those components needed that make up a basic graphics system, that in conjunction with the appropriate HTML5 Authoring Tools (Module 2) and Playout Engines (Module 3) will make up a full end-to-end graphics solution. This system (in this module) may also consist of the basic backend components and tools to manage files, content import and content/package delivery; plus, HTML5 focused template presentation/playout & preview capabilities. This system may also include any applicable (basic) search and graphics management tools available that are not included in a more advanced Graphics Asset Management system that is outlined in Module 6. Module 2) - HTML5 Authoring This module outlines the requirements, specific to a HTML5 Authoring Tools to create graphics content for delivery as an HTML5 file or stream for rendering by external playout devices, preview stations, in support of an end-to-end GFX solution to replace the current tool sets support by VizRT. This module applies to those components/tools needed to import content, design/create & assemble and deploy the required graphics templates/packages, rendered and/or managed by the 3rd party components noted in the other modules. Module 3) - HTML5 Playout Engine A (complete with I/O as applicable) This module outlines the requirements for HTML5 playout engines with corresponding input and output channels, plus IO-less Preview only Engines. These will be deployed to the corresponding control room locations across the country. Module 4) 2.5D/3D Traditional GFX Solutions i) Authoring, template and package management This module outlines the requirements, specific to a traditional, potentially GPU playout engine based graphic system. See the Common tab for universal requirements. Module 5) Playout Engines B i) Combination HTML5 & 2D/3D Engines (complete with I/O as applicable) This module outlines the requirements for playout engines with corresponding inputs and output channels, plus IO-less Preview only Engines. These will be deployed to the corresponding control room locations across the country. Module 6) Graphics Asset Management (GAM) i) Principally a graphic (system) element focused, common storage, databases and search, plus workflows, sharing content with NLEs, Production Asset Management (PAM) and Media Asset Management (MAM) systems, etc. ii) Backend System supporting the Proponents deployed solution, including the Graphics Asset Management (GAM) solution, as available iii) PAM integration This module outlines the requirements for media management tools to manage the graphic & media elements, templates, scripts, etc. as a standalone and/or integrated with the other noted modules.
