Request for Qualifications (RFQ) Statements for the NHDES Environmental Consulting Services Contract The State of New Hampshire, Department of Environmental Services (NHDES) is seeking qualification and experience statements with expressions of interest from professional engineering consulting firms. Contract work assignments will include environmental site assessments, site investigations, remediation design, and remedial implementation at petroleum and hazardous waste contaminated sites and Brownfields and CERCLA grant-funded sites throughout New Hampshire. The work is expected to involve all phases of the corrective action process from site characterizations/ assessments through remedial action oversight. Assignments may also include hazardous building materials surveys and abatements, water system expansion engineering, and solid waste engineering and geological services. The work shall be performed in accordance with NH Contaminated Site Management Rules (Env-Or 600), Brownfields

Program (Env-Or 800), Hazardous Waste Rules (Env-Wm 100-1000), Solid Waste Rules (Env-Sw 100-2100) and/or CERCLA. Interested firms must submit qualifications and experience statements documenting work performed for NHDESs site remediation programs (including NHDES and/or EPA Region 1 Brownfields and CERCLA Programs) and showing an understanding of NH environmental rules, policies, and guidelines. Firms shall provide a list of active projects, as well as examples of relevant projects completed in the past four years in NH and New England, that demonstrate their technical skillset as well as ability to meet required milestones and deadlines. Firms shall be licensed to provide engineering services in the State of New Hampshire and shall demonstrate, through licensed staff and experience, engineering, and geological capabilities to perform all phases of investigation and remediation. A NHDES Evaluation Team will review all submitted statements, then rank and select a short-list of firms that will be interviewed for further evaluation. Firms headquartered in, or having a staffed branch office in, New Hampshire are preferred. Selection criteria will include demonstrated experience with: initial site characterizations and site investigations remedial action plans and remedial designs pilot/bench studies of chemical injections and other treatments remedial system installation oversight hazardous materials building surveys hazardous building materials abatement remedial system operation and maintenance vapor intrusion site evaluation and remediation drinking water source development, system extensions, and upgrades TSCA projects involving hazardous and asbestos building materials Brownfields projects for NHDES or EPA grantees Solid waste engineering and geological services, and CERCLA projects (including pre-remedial) for NHDES and/or EPA Region 1. Partnerships between firms will be accepted to fulfill qualification requirements. Responding firms are asked to submit the following: 1) a completed self-scoring Phase I Evaluation Score Sheet covering the above topics; 2) a completed NHDES Environmental Consulting Services Contract Questionnaire; and 3) a Company Qualifications/Experience document. The necessary forms are available on the Department of Administrative Services, Division of Procurement and Support Services website or upon request. The selection process involves two phases, scoring of qualification submittals and scoring of interviews conducted by the NHDES Evaluation Team. Each responding firm will complete Parts I, II and III of the Phase I Evaluation Score Sheet. Based on a thorough review of each firms submittal, the NHDES Evaluation Team will score Part IV of the form and calculate the total numerical score and rank for each firms submittal. NHDES will offer interviews to the firms with the highest Phase I scores. The NHDES Evaluation team will score each short-listed firms interview, and selection for contract awards will be based on the total numerical score of the Phase II interview. The Phase I scores stand alone and are only used for short-listing firms for interviews; they are not carried forward with Phase II scores. It is anticipated that up to five firms will be selected to enter a four-year professional services contract with NHDES. It is the expressed intent of the NHDES to negotiate contract rates and costs for the work described above with the selected firms, provided that their performance records are acceptable and the negotiated cost for services is fair and reasonable to the State, considering the estimated value, scope, complexity, and professional nature of the services to be rendered. The services will be compensated using the State Oil Pollution Control (OPC) Fund, Oil Discharge and Disposal Cleanup (ODD) Fund, MtBE Remediation Fund, Hazardous Waste Cleanup (HWC) Fund, and Drinking Water and Groundwater Trust (DWGT) Fund. Federal Brownfields Funding and Federal CERCLA Funding will be determined each fiscal year, and Federal Bipartisan Infrastructure Law funding may be available as well. It is expected that an average of approximately $350-500 thousand dollars will be awarded to each consultant in each year of the contract. The selection of the consulting firms will be completed on or about April 1, 2023. The effective date for new work under this contract will be July 1, 2023 or upon Governor and Council approval. The submittal package shall include a detailed Company Qualifications/Experience document, a completed copy of the NHDES Environmental Consulting Services Contract Questionnaire and the completed Phase I Evaluation Score Sheet (both in Excel format).
