The U.S. Army Contracting Command-New Jersey (CCNJ) on behalf of the Headquarters Department of the Army (HQDA) Deputy Undersecretary of the Army (DUSA) Army Analytics Group (AAG) is issuing this Sources Sought Notice as a means of conducting market research to identify potential sources interested in and capable of providing services in support of the Army’s existing Army Security Response Tool (ASRT). The ASRT supports the Army’s ability to perform insider threat and personnel security case management.The results of this market research will be used to help determine the procurement method used by the Government before a solicitation is issued to address this requirement. Based on the responses to this Sources Sought Notice, the Government will determine whether this requirement can be met through a small business set-aside (SBSA) or through full and open competition. All SBSA categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or
evaluations will be provided to companies regarding submissions.All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM).DISCLAIMERTHIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. If a solicitation is posted as a result of this Sources Sought Notice, it is anticipated that it would support a contract with a Period of Performance of one year plus up to two options to procure the required services for an additional twelve (12) months.BACKGROUNDIn 2013, the Secretary of the Army directed the establishment of the Army’s Insider Threat Program as an integrated departmental effort to deter, detect and mitigate risk to the safety and security of Army personnel, infrastructure and information.  Under the guidance of the HQDA G2, the INSCOM Security Operations Center (ISOC) was established to access, integrate, and analyze Army security and intelligence data in order to respond to security concerns and to report insider threat-related activities to the Army Insider Threat Program.  The Army Analytics Group (AAG), in partnership with HQDA G2, has provided the Defense Insider Threat Management and Analysis Center (DITMAC) Systems of Systems (DSoS) software to facilitate the Army’s goals for implementation of the ISOC.SERVICE DESCRIPTIONIn support of this requirement, the Government is seeking support services that utilize a systematic approach to providing the following:ASRT application software operation and maintenance (O&M), delivering enhanced ASRT functionality, delivering documentation to support ASRT Risk Management Framework (RMF) control requirements, and inputs into the Government’s ASRT Continues Monitoring (CM) process.Critical technical software O&M and new functional capability development services built on the DSoS baseline to include system enhancements, workflow integration, and data integrationData visualization support for the ASRT to include link analysis, metrics generation, and location alert reporting.This work will be performed at Government-owned or leased secure work facilities at Fort Belvoir, VA, and Arlington County, VA. Additional travel may be required for training and customer support at locations including, but not limited to Fairfield, CA. It is anticipated that telework will not be authorized for performance of the required services.
