Notice of Intent to Sole Source to LabVantage Solutions Inc.

The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) intends to award a limited source Federal Supply Schedule (FSS) delivery order with Labvantage Solutions Inc. against contract GS-35F-019U for software deployment/renewal. USDA APHIS intends to include the following open market brand items on this FSS order:Product: LJB1001402R, JBoss App Server - 100 users-Renewal, Qty: 1 EAProduct: SMBT300, SMP, BarTender, Qty: 1 EAFor administrative convenience, an ordering activity contracting officer may add items not on FSS (open market items) to a FSS individual delivery order in accordance with FAR 8.402. See attached FAR 13 Single Source or Brand Name Justification Less Than SAT.This notice of the proposed contract action to include open market items on a GSA order is not a request for competitive quotes. However, all responsible sources may submit a response which shall be considered by the agency. Responses must include clear and convincing evidence of the offeror’s capability of fulfilling the requirements as specified. Responses must be submitted by email to Lisa Draves at lisa.a.draves@usda.gov no later than February 9, 2022. Telephonic inquiries will not be honored. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for the specified open market items.
