No faxed or emailed submittals shall be accepted. The State of Texas allows for electronic bidding per the Education Code, Sec. 44.0313, therefore a proposal does not require a signature if it is submitted electronically. Please feel free to call us if you require any assistance with this submittal. Electronic bidding will eliminate errors, eliminate unnecessary work, and is more friendly to the environment. Your cooperation is appreciated. SCOPE OF WORK: The purpose of this Competitive Sealed Proposal is to establish a contract to perform necessary maintenance and service on all chiller systems for Plano Independent School
District (Plano ISD). This is a two-step proposal process. Plano ISD will evaluate the proposals in step one based on the qualification criteria stated herein and shall select the Contractor(s) that submit the proposal that offers the best value for Plano ISD. Plano ISD will request quotes from the awarded Contractors in step two once a specific project is identified. Plano ISD currently has Carrier, Trane and York brand chillers. Contractor(s) agree that all service work will be performed in accordance with all applicable Federal, State and local laws. All work shall conform to manufacturer’s suggested practices, applicable EPA and OSHA standards and practices. The Contractor(s) may be required to provide quotes for replacing rooftop units, split systems, chillers, cooling towers, heat pumps, furnaces, unit heaters, duct furnaces and related items. Contractors proposing various manufacturer products lines must submit the information as follows: 1) Manufacturers shall be listed in alphabetical order. 2) Contractors must list a specific percentage discount for each Manufacturer listed. ANNUAL EXPENDITURE: The estimated expenditure for this contract is approximately $1,000,000 per year. However, this estimate should not be construed to be a guarantee of either minimum or maximum since usage is dependent upon actual needs and available funding. This estimate may be exceeded by 25% annually TERM: This proposal will be firm for two (2) years from date of award, with the option to be renewed for three (3) additional years, in one (1) year increments, provided all prices remain firm and both parties agree. EVALUATION WEIGHTS: The proposal will be evaluated using information provided in the proposal submittal as well as by the following criteria: Pricing =40 points: Experience and Reputation of Vendor =10 points; Quality of Vendor’s Goods/Services =10 points; Vendor's personnel =10 points; Vendor’s safety record =15 points; and any other relevant factor; 8(a) Service Call Response Time =5 points; 8(b) Hazardous Waste Program = 5 points; 8(c) Refrigerant Tracing Program = 5 points. All other evaluation criteria listed in item #12 of the Bid Attachment 'Standard Terms and Conditions-Supplemental' will be given a weight of zero. Texas Government Code Sec. 2269.055. CRITERIA TO CONSIDER. (a) In determining the award of a contract under this chapter, the governmental entity may consider: % WEIGHT 1) the price 40 2) the offeror's experience and reputation 10 3) the quality of the offeror's goods or services 10 4) the impact on the ability of the governmental entity to comply with rules relating to historically underutilized businesses 5) the offeror's safety record 15 6) the offeror's proposed personnel 10 7) whether the offeror's financial capability is appropriate to the size and scope of the project 0 8) any other relevant factor specifically listed in the request for bids, proposals, or qualifications 0 8) a. Delivery Time = 5 Points 5 8) b. Service Response Time = 5 Points 5 8) c. Refrigerant Tracing Program = 5 points 5 The words “bids, proposals, competitive sealed proposal, quotes” and their derivatives may be used interchangeably in these terms and conditions.
