Multi-Family Solid Waste Management

1.1. The City of Clayton (hereinafter referred to as “City”) is seeking bids for qualified solid collection Contractors (hereinafter referred to as “Contractor”) for solid waste management services including collection and disposal of municipal and residential solid waste, recycling, yard waste/composting, bulk and specialty items. Yard Waste / Compost is an optional service to be selected by each Multi-Family Property. An add alternate for City building and street containers as well as City special events are included. Republic Services is the current Contractor for the City solid waste service and the contract expires September 30, 2023. 1.2. This Invitation for Bid is for the “Multi-Family Solid Waste Management” for the period of 10/1/23 to 9/30/26. The bids will be publicly opened and read aloud immediately following, in City Hall Council Chamber, 2nd floor, 10 N. Bemiston Avenue, Clayton, MO 63105. 1.5. The bid envelope shall be securely sealed and clearly marked as follows “Multi-Family Solid Waste Management” with the name of the bidder and the date and time of the bid opening. A mandatory pre-bid meeting beginning on March 28, 2023 at 2:00 PM in City Hall Council Chambers, 10 N. Bemiston, 2nd floor, MO 63105. Prior to the pre-bid meeting, all prospective bidders shall review the information included in the bid packet, and complete site visits of service areas. The purpose of this meeting is to clarify the requirements of the City with regard to the services to be provided, and answer questions from prospective bidders. 1.7. Inquiries / Questions -- Bidders shall promptly notify the City of any ambiguity, inconsistency or error which they may discover upon examination of the bidding documents. All inquires related to this Invitation for Bid shall be directed, via email, to the Director of Public Works, Matt Malick, P.E., at mmalick@claytonmo.gov; or raised during the mandatory pre-bid meeting on March 28, 2023 at 2:00 PM, at the latest. 1.8. All changes in specifications or contract requirements will be by written addendum only. Addenda will be sent to those that attend the pre-bid meeting. No addenda will be issued later than seven (7) calendar days prior to the date for receipt of bids, except an addendum withdrawing the request for bids or one which includes postponement of the date for receipt of bids. Prior to submitting the bid, each bidder shall ascertain from the City that they have received all addenda issued, and shall acknowledge receipt of all such addenda in the bid documents. 1.9. Any services for Multi-Family Properties (defined as 3 or more units per building) shall be paid directly by the Multi-Family Property owner(s) (or designated representative) to the Contractor. The Contractor shall be responsible for establishment of accounts for all Multi-Family Properties (3 or more units per building) and quarterly billing for such properties. Billing to Multi-Family Properties shall be quarterly with an option for autopay. 1.10. City services (City containers and events) shall be paid directly by the City and are included as an add alternate. 1.11. The City is concurrently bidding a separate “Single-Family Solid Waste Management” contract (2 or fewer units per building). These contracts will be awarded separately and at the same time. Bidders may include a bid reduction percentage on each bid form in the event they are selected for both contracts. This will also apply to any selected add alternates. The bid reduction must be clearly stated as a percentage reduction of the bid items per contract and applied to all bid items on the contract. The bid reduction percentage must be the same for both the “Single-Family” and “Multi-Family” contracts. 1.12. Any bidder may withdraw their bid at any time prior to the scheduled closing time for the receipt of bids; but no bid shall be withdrawn for a period of ninety (90) days after the scheduled closing time for the receipt of bids. 1.13. Each bidder shall carefully examine this Invitation for Bids, shall visit service areas, and fully inform themselves of all conditions affecting the work and the cost thereof, and shall be presumed to have done so; and their bid shall be based upon their own conclusions from such examination. 1.14. The City reserves the right to waive any irregularities, accept or reject any and all bids or to hold all bids for up to ninety (90) days.
