916-808-8025 mduncan@cityofsacramento.org Bids to Owner's Agent Description Scope of Services The City of Sacramento, Department of Community Development is soliciting Request for Qualifications to: Provide abatement of trash and debris from public and private property on an as-needed basis and other general contractor services including but not limited to fence repair/removal, graffiti removal, general landscaping (including weed abatement), securement of a private property and other repairs. CONTRACTOR shall furnish all labor, materials, equipment, tools, transportation, and incidentals necessary for the purpose of the work to be performed. It will be the Contractor's responsibility, without further direction from the City, to meet all contract requirements in this agreement. Specific site requirements, time periods and schedules will be specified for each job required by the City. 1.2 Scope of Services 1. General Work Requirements 1.1 The work to be performed shall be by an Abatement Contractor, insured and bonded to do business in the City of Sacramento. The contractor shall have at least five (5) years’ actual experience in providing maintenance services for commercial and/or governmental entities. The City may allow exemptions to this requirement on a case-by-case basis. 1.2 It is the Contractor's responsibility to assure all work is being done per scope of work. The scope of the work shall be in writing. 1.3 The Contractor is required to have a twenty-four (24) hour emergency phone number where he/she can be reached with no more than a ten (10) minute delay in call back time. Once notified, the contractor shall respond to an emergency within ninety (90) minutes upon acceptance of request by the city. 1.4 The contractor shall have fully trained and competent employees who can use equipment safely. 1.5 Contractor shall be aware of and shall comply with all City, State, or Federal regulations governing abatement work applicable to individual locations being abated. 1.6 The Contractor shall be responsible for maintaining local property access and access to existing public cross-streets within the limits of this contract. 1.7 The Contractor shall be responsible for the safety of traffic within the project limits and on the approaches to the project. Contractor shall comply with Chapter 12.20 of the Sacramento City Code CLOSURE OF PRIMARY STREETS FOR CONSTRUCTION relating to construction and other work on City streets. 1.8 The Contractor shall provide 24-hour advance notification to the occupants of property to which the existing access will be closed for a period of time exceeding 2 hours. Notification may be verbal to the occupant of the property or by written notice placed on or near the building entrance or the property access point to be closed. 1.9 Should lane closures be necessary during the term of this agreement and within the normal required maintenance activities, Contractor will obtain the necessary permits and equipment at no additional charge to the City. Lane closure shall not be allowed without the proper use of advance warning devices, signs, and flag person(s) in conformance to these provisions. At the completion of each working day, all existing lanes of traffic shall be open to traffic. Provisions must be made for the uninterrupted passage of emergency vehicles through the work site at all times, regardless of the controlled traffic conditions existing at that time. 1.10 The Contractor shall do all traffic lane closure work and advance warning sign placement according to the guidelines set forth in the Work Area Traffic Control Handbook (W.A.T.C.H.) as specified herein and at no additional cost to the City. 1.11 Contact the Traffic Engineering Services Division at (916) 808-5307 for the following information: a.
