In accordance with FAR Part 12, Acquisition of Commercial Item, and FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99-1. NAICS Code is 517312.


This procurement is 100% SDVOSB set aside. The Request for Proposal is 36C25018Q0402. The solicitation shall be available on or about Sep 13, 2018.


This procurement is to obtain both High Speed Internet Service and Internet Service and Network Support at Chillicothe VA Medical Center (VAMC) 17273 State Route 104 Chillicothe, Ohio 45601.

Patient Wi-Fi was installed in 2013 by Horizon Network Partners and is currently serviced by that vendor. The medical center owns these end items but
pays a monthly access fee. There is no intention to procure additional equipment and the vendor shall maintain the current configuration. Wi-Fi is based on the IEEE 802.11 standard and uses the 2.452 gigahertz and 2.432 gigahertz radio bands. Each access point has a range of about 30 feet indoors when not blocked by walls.

High Speed Internet Service: Contractor shall provide a minimum of 100 Megabits per second UP and 10 Mbps DOWN of Symmetrical Dedicated Internet service to the currently established Wireless Network located in and around Building 24, 26, 27, 30 and 31 to include all access points inside building and 3 Exterior access point. Quality of Service shall be no less than 98 % availability. Access shall be via password that will be posted publicly within the facility.

Internet Service and Network Support: Contractor shall provide remote and on-site support of the internet service as needed in case of network outage. Support services shall be provided during normal business days and hours excluding federal holidays. If outage is due to government owned equipment, the contractor will notify the Chillicothe VA COR within 24 hours of identifying the problem with a quote and estimated repair time for resolution. Contractor shall not perform any work outside of this contract without written permission from the CO and valid purchase order number for additional expenditures.

Contractor shall provide a virtual back-up of server and any software upgrades that make the network fully operational at all times. Contractor shall provide content filtering options and monitoring options in order to block certain content that is deemed to be inappropriate for public viewing or use that has been deemed to be abusing the services provided. Contractor shall communicate with the COR regarding listing of currently restricted websites and use and updates as necessary.

Chillicothe VAMC staff shall be provided a phone number that can be used 24 hours a day, 7 days a week in order to report any service outages or complications. Contractor shall respond to the service call within the greater of 24 hours or the next business day with a resolution to the issue or a plan of resolution, plan of resolution not to exceed 7 business days.

Period of performance shall be for a base period with the Government having the option to exercise four (4) one-year renewal periods. Dates to be determined by the Contracting Officer. The Contractor shall be responsible for providing all labor, supervision to successfully perform the services.
