Consulting Services include, but is not limited to: 1. Clinical service line programming – Planning for service lines for the entire continuum, both assessment of demand/flow in current state, as well as opportunities for improvement/shift in future state. End to end clinical planning for our health system at patient entrance and downstream service utilization. 2. Ensure the optimal development and management of Harris Health’s healthcare services. Strategic guidance in required in designing and implementing effective clinical programs that enhance patient care, streamline operations, and have a patient

centered approach. 3. Assessing current operations, identifying current and future demand, identifying gaps in services, related additional service needs, market projections, knowledge of Center of Excellence and other clinical certifications (STEMI, Stroke, Trauma Levels, etc.), and collaborating with Harris Health’s team to develop comprehensive strategies that align with Harris Health’s goals. 4. Deliverables will be: a. Master Services Multiyear Demand Model articulating demand by year by service (acute and ambulatory) by site (i.e. Lyndon B. Johnson Hospital (LBJ), Ben Taub General Hospital (BT), Ambulatory Surgery Center, and Clinics) with supporting assumptions plus illustrations/graphic representations. Within demand model, the demand for services from the emergency department versus the ambulatory clinics must be quantified. The demand and facility model must illustrate the continuum of care for Harris Health patients ranging from preventative primary care and acute care to post-acute care and chronic disease management. b. Master Facility Plan showing service needs and supporting facility requirements as well as an operating model for those facilities to include clinical and support staffing targets. c. Informed Demand Model and Master Facility Plan for LBJ, BT, Ambulatory Surgery Center, and Clinics (System Plan) with timelines and board approvals. This information will serve to readily support or serve as a model to potentially adjust any existing space plans and inform future plans. The models will provide Harris Health with an in-depth understanding of demand and implications on the supply of existing health care resources (such as workforce, equipment, and facilities).
