The National Institute of Standards and Technology (NIST), Hollings Manufacturing Extension Partnership (MEP) program consists of the MEP National NetworkTM, a unique public-private partnership that delivers comprehensive, proven solutions to U.S. manufacturers, fueling growth and advancing U.S. manufacturing. Focused on helping small and medium-sized manufacturers generate business results and thrive in today's technology-driven economy, the MEP National NetworkTM comprises NIST MEP, and the 51 non-Government entities known as the MEP Centers. MEP Centers are located in all 50 states and Puerto Rico. MEP intends to acquire Gazelle Artificial Intelligence Software-as-a-Service (SaaS) application hosted by ROI Recherches sur les Occasions d'investissement Inc. The SaaS application uses artificial intelligence with a growth prediction algorithm using linear regression and neural nets. The software's heuristic algorithms access vast pools of data across multiple data sources including
industry, spatial, and firm-level data spanning more than ten years. Gazelle will be used to identify early-stage signals for corporate expansion by ranking companies and identifying those that are confirmed to expand. Identifying growth companies in emerging industries and clusters for a specific region will help MEP Centers find these fast-growing companies, which have typically been difficult to find. This will allow MEP Centers to rank manufacturers according to their potential interest in receiving services from MEP Centers in the area of advanced manufacturing.ROI Recherches sur les Occasions d'investissement Inc. host's the Gazelle Artificial Intelligence system and is the only authorized reseller. NIST intends to procure the Gazelle Artificial Intelligence Software-as-a-Service on a sole source basis under the authority of FAR Subpart 13.106-1(b), Soliciting from a Single Source.Interested parties that believe they could satisfy the requirements listed above for NIST to provide the Gazelle Artificial Intelligence Software-as-a-Service must clearly identify their capability to do so in writing on or before August 9, 2019 at 11:00 am Eastern time.
