This announcement constitutes a Request for Information (RFI) notice for planning purposes only. This RFI is issued for determining potential technologies and capabilities to consider for the future of Naval Aviation Common Support Equipment from industry and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services identified in response to this notice. No solicitation documents exist at this time. Participation in this RFI is neither mandatory nor is it requisite to future participation by a Contractor in any potential future solicitations/contracts. This Market Research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. The results of the Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. Additionally,
this sources sought is being used to gather constructive information from industry to improve a potential RFP.NAVAIR's Common Aviation Support Equipment program office (PMA-260) manages the procurement, development and fielding of Common Support Equipment (CSE) and Automatic Test Systems (ATS) that support every Type/Model/Series aircraft within the Naval Aviation Enterprise. PMA-260 is planning to host a Virtual Industry Day in order to provide opportunities for industry to learn about the need for ordnance loading and transporting equipment suitable for operating in austere environments with both towing capability and the ability to traverse unprepared surfaces. The PMA-260 Virtual Industry Day will offer the potential for follow-on one-on-one meetings regarding technologies that industry has developed that may address this need. This opportunity is open to all companies that have products that provide the ability as outlined in the Technology Focus Areas attached.Request for InformationThe purpose of the request for information is to identify potential contractors and to gain insight into current commercial or military products and/or design concepts that meet the above requirements. Along with the interest and product information, it is requested that the following topics be addressed:Estimated price information for Production Units (30) and Pilot Production Units (4).Estimated Delivery timeframe from design concept to production delivery including government testing that will take four months to complete.Design features that should be considered for potential inclusion in the performance specification.Note if you would be interested in a one-on-one meeting with the Armament & Weapons Handling Support Equipment Team to brief the information you provided, to take place during the week of PMA-260 Virtual Industry Day February 2023.Interested companies are requested to provide information on products/services similar in scope and effort. Respondents to this RFI may provide catalogs, drawings/illustrations, technical manuals, training descriptions/materials, warranty information, testing documentation, brochures and/or any other documentation that describes their capability to design, develop, manufacture and support an effort of the type described herein. In an attempt to understand where constraints may stand in response to this RFI, the Government is also seeking industry to provide information on capabilities that cannot be met by existing or anticipated products.In addition, it is requested that respondents identify government and/or commercial customers to whom same or similar equipment and logistics support packages have been delivered. Provide customer points of contact, including a telephone number, e-mail address/web site, quantities sold along with dates sold, and a description of the unit(s).To assist in our market research and determination of any applicable small business set-aside for this effort, if you are a small business interested in priming this effort and plan to utilize “similarly situated entities” to meet the Limitations on Subcontracting, please identify the name & CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the Sources Sought Notice (SSN) in order to assist the Government’s capability determination.” FAR 52.219-14 Limitation on Subcontracting requires a small business prime on a Set-Aside to perform at least 50% of the cost of contract performance. Small business primes may now count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the prime itself. Following the industry day event there will be opportunities for industry to speak with Navy representatives via scheduled meetings. One-on-one meetings will take place virtually on 07 Feb 2023 and on 08 Feb 2023 as required. Additional dates may be added depending on the number of interested/qualified attendees.
