THIS IS A SOURCES SOUGHT NOTICE ONLY.  This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.  The intent of this notice is to identify potential offerors for market research purposes and to determine the availability of qualified skilled professionals that specialize in disinfecting, sanitizing, and infectious cleaning.Naval Facilities Engineering Command Mid-Atlantic is specifically seeking 8(a) Small Businesses, HubZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, other Small Businesses, or large businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The Contractor shall clean and disinfect all frequently touched surfaces in common areas, e.g., cabinets, chairs, copiers, countertops, doors, doorknobs, handrails, ice machines, keyboards, light switches, microwave
ovens, monitors, phones, printers, refrigerators, shelving, shredders, tabletops, floors, walls, barracks rooms, mess halls (complete facility), and vending machines as required.  Any designated area as directed by the contracting officer. A task order from the awarded contract will be issued upon request stating the area as the need occurs.Surfaces shall be cleaned prior to disinfection, as instructed on the disinfectant manufacturer’s label.  The Contractor shall ensure adequate contact time for effective disinfection.Disinfect - To cleanse off microorganisms by application of a chemical agent, also sanitize.Sanitary - Free of microorganisms.Cleaning agents used shall be EPA approved for use against COVID-19.  A list of EPA approved products is available at https://www.americanchemistry.com/Novel-Coronavirus-Fighting-Products-List.pdf.The Contractor shall clean and disinfect areas within facilities that person(s) suspected of or with confirmed COVID-19 have visited.Cleaning and disinfection services shall comply with 29 CFR-1910 and the Centers for Disease Control and Prevention (CDC) recommendations.  CDC recommendations are available at: https://www.cdc.gov/coronavirus/2019-ncov/community/organizations/cleaning-disinfection.html.The Contractor shall collect and dispose of bagged refuse place outside the door of areas within facilities used to house person(s) under quarantine either with or without COVID-19 following the guidelines of Interim Cleaning Recommendations for Facilities Housing Persons Under Quarantine for Coronavirus Disease 2019 (COVID-19), updated February 29, 2020.  The North American Industry Classification System (NAICS) Code for this procurement is 561790 and the annual size standard is $7,500,000.00.All Business concerns are encouraged to respond.  The Government will not pay for any information solicited.  Respondents will not be notified of the results of this market analysis.  One of the main functions of this Sources Sought is to assist the Contracting Officer in determining the availability of qualified contractors and the acceptable strategy for this procurement.  The capability statement shall include the following:Ability to meet all technical requirements outlined in this noticeActive in the System for Award Management Registration (SAM) under www.beta.sam.gov with:DUNS numberCAGE codeRepresentations of Business size and TypeBusiness classification for NAICS Code 561790Be registered to use Wide Area Work Flow (WAWF) for Electronic InvoicingNotifications of interest must be submitted in writing via email; phone calls will NOT be accepted.  Interested parties should respond as soon as possible but no later than 12:30 p.m. 10 April 2020.  Responses to this Sources Sought Notice shall be emailed to the following address: emily.walton@navy.mil.  In your email, please indicate your interest, capability statement, and business size.  Questions will not be entertained at this time. Offerors can view and/or download the synopsis and solicitation, and any attachments, at https://www.beta.SAM.gov when it becomes available.
