NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED.The National Aeronautics and Space Administration (NASA) at located at the John F. Kennedy Space Center (KSC), Florida, is issuing this sources sought synopsis as a
means of conducting market research to identify parties having an interest in and the resources to support the requirement for an Emergency Egress Slidewire System. The intention is to determine if there are adequate resources in the marketplace to issue a competitive solicitation or set-aside for a specific socio-economic group.Please review the attached information below and provide a response according to the directions specified therein.All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.This project would involve the design, fabrication, construction, and testing of an Emergency Egress Slidewire System (EESS) at Launch Complex 39B at Kennedy Space Center. The purpose of the EESS is to provide emergency evacuation capability for up to 20 flight and ground crew from the Mobile Launcher (ML) tower at an elevation of both 435 feet and 385 feet to a terminus on the Pad surface at a horizontal distance of 1,300 feet away. The EESS system will be available during launch operations of the Space Launch System (SLS) vehicle and Orion spacecraft. The EESS will also accommodate incapacitated passengers including individuals being transported in a Stokes type litter. The slide wire system will be attached to the Mobile Launcher tower upon roll out to the Pad and removed post launch or in the event of the vehicle being rolled back to the Vehicle Assembly Building. The system consists of a loading platform mounted on the ML, the slide wires, the descent vehicle(s), the braking mechanisms, equipment to install the cables, equipment needed to retrieve the descent vehicles, and any other equipment needed to test or activate the system.The Pad 39B and Mobile Launcher will be undergoing other construction modifications during the performance of this project and close coordination with the Government's team will be required.Specifically, this project may consists of, but not be limited to:A. Design, fabrication, construction, testing, and certification of a new slide wire system for emergency egressB. Design of a EESS to minimize the loads imposed on the MLC. Design of a EESS to minimize the time required to set up, demonstrate/verify and reset as well as disconnect (tear-down) the system without the use of a permanent tower/structure at LC39B. The goal is to have the EESS fully operational within a maximum 8 hour west side pad clear including testing and resetting of the descent vehicles. The EESS must be able to be taken down within a maximum of 8 hours.D. Design of a EESS to minimize the height of the descent vehicle above grade at the terminus when it reaches the terminus full and the delta height after the last passenger has exited and it is empty.E. Design of a EESS and associated ancillary equipment to be used on a loading platform mounted on the Mobile Launcher that is limited to a footprint of 50 feet. wide by 10 feet. deep (direction of travel).F. Design and demonstration of the ability of the system to handle up to 7 incapacitated passengers in Stokes type litters without causing additional injury.G. Demonstration of the human interface with the system prior to construction commencing at LC39B.H. Fabrication of the descent vehicles(s) and all ancillary equipment.I. Installation of the slide wire system at the Pad with the ML.J. Performance of system testing to support human rating and system certification including human in the loop testing.CAPABILITY STATEMENT:It is requested that interested business firms having the capabilities necessary to meet or exceed all aspects of the effort described herein, submit to the contracting office a capabilities statement demonstrating ability to perform the services listed above.The capability package shall be no more than twelve (12) pages in length and printed in not smaller than 12-point type.The capabilities statement will consist of:1 page cover sheet referencing Source Sought Notice "NNK19ZES002L ", Capabilities Statement - "Emergency Egress Slidewire System, Launch Complex (LC) 39B".And;4 pages discussing:1. Company Name, DUNS Number, Address, Description of Principal Business Activity, Primary Point of Contact (E-mail address and phone number).2. Business size and number of employees. Specifically state whether your firm is a large or small business under NAICS Code 541330. Description of principal business activity; number of employees; and specifically identify if you are a HUBZone small business, a service-disabled veteran owned small business, an economically disadvantaged woman-owned small business, or an 8(a) small business.3. Financial Capability - Provide bonding capacity of your firm and the most current Balance Sheet and Income Statement, and the firm's average annual revenue for the past three (3) years.4. Experience - Provide the number of years in business and listing of relevant work performed. Relevant work for the purposes of this Notice can be defined as, but not limited to, the following:a. Projects involving design of emergency egress systems.b. Projects involving the conceptual design, design, and/or fabrication, construction, and testing of slide wire systems.c. Projects involving the installation of slide wire systems that are removable and able to be set up/torn down in a short amount of time.d.
