Please read the Details section for information on how to bid on this opportunity Details Mercy Housing California (“MHC” or “Developer”), working under contract with the City and County of San Francisco’s Department of Public Health (“CCSF DPH” or “DPH”, is issuing the following RFQ/P for a General Contractor, for a new construction project to be located at Treasure Island Parcel E1.2. The proposed development consists of a Behavioral Health building in which both DPH and Health Right 360 will operate residential step down treatment beds amongst other uses. A separate RFQ/P has been issued concurrently for General Contractor to perform preconstruction services for Mercy Housing California’s development of an affordable, rental senior housing development which will is planned to be developed at the southern side of the to be subdivided Parcel E1.2 (See Exhibit A map of project location showing the proposed location of the Behavioral Health Building and the Senior Housing building.)
The Behavioral Health Building is current planned to be comprised of approximately 116 bedrooms accommodating approximately 240 Substance-Use-Disorder (SUD) Residential Step-Down beds in a six-story building. The selected General Contractor will contract directly with a to be formed Mercy Housing California wholly controlled LLC which, which is acting as the turnkey developer to the CCSF DPH . CCSF DPH will be the owner and operator of the building. HealthRIGHT 360 will also operate their program on some floors of the building. The facility will provide replacement and expansion of Residential Step-Down beds on Treasure Island. The Developer intends to make a provisional selection of a General Contractor, or an affiliation of multiple General Contractors, to work on Treasure Island Parcel E1.2 Behavioral Health Building through this RFQ/P. The Developer seeks a General Contractor with experience in Type I/IV/V/IIIA developments with health care functions, City-funded or owned projects, and group housing or multifamily new construction, as well as capacity to support a design build approach to MEPS and Fire Life Safety scopes as well as actively provide input on value engineering and construction efficiencies. It is expected that the selected General Contractor will work collaboratively with the Developer and other Development Team members to achieve a project design that is total development cost goal for the project. When the Project proceeds to construction, the Developer proposes to enter into a negotiated Guaranteed Maximum Price contract for construction with the selected General Contractor. In the event that the collaborative Pre‐Construction effort is unsuccessful, the Developer will reserve the right to terminate the relationship immediately without claim for damage or compensation of any kind from either the Developer or selected General Contractor except as noted below. RFQ/P Schedule The schedule for this RFQ/P is as follows: RFQ/P Issuance and Posting on City website Wednesday February 22nd 2023 Deadline for Written Questions Response to RFQ Questions Wednesday March 1st, 2023 at 5 p.m. Wednesday March 8th,2023 by 5 p.m. Deadline for Proposal Submittal Interviews Wednesday, March 22nd, 2023 by 5pm Anticipated week of April 3rd, 2023 Respondent Questions Any RFQ/P questions must be submitted by the date and time noted above via email. All contacts who email requesting a copy of the answers to the RFQ/P questions, RSVP to the pre-submittal meeting, and/or submit a question will receive a copy of all questions and answers by no later than the date noted above. Proposal Submittal To submit proposals, respondents must compile all required information as detailed in Section IX (below) into one electronic file. Respondents may use Box, Dropbox, Google Drive, or any other comparable service. Respondents must email the Points of Contact the link to the electronic file by the RFQ/P deadline as noted above. Late submittals will not be accepted. Respondents will receive a confirmation of receipt within 72 hours if submitted prior to the RFQ/P due date and within 24 hours if submitted on the RFQ/P due date. Proposals should be prepared simply and economically, providing a straightforward and concise description of the respondent’s capabilities for satisfying the requirements of the RFQ/P. Emphasis should be on completeness and clarity of content. The Project Developer and their affiliates are not responsible for any expenses related to the preparation or presentation of responses to this RFQ/P. SBE HIRING & CONTRACTING GOALS To be eligible for the award of the Agreement, the Contractor(s) must agree to comply with the procurement requirements of the San Francisco Contract Monitoring Division as described in this RFQ. Small Business Enterprise (“SBE”) Program The Developers and the City strongly desire a development team that represents the diversity of the City. As such, firms certified as a Small Business Enterprise (under the San Francisco SBE program), Minority Business Enterprise, Women Business Enterprise and Other Business Enterprises are strongly encouraged to submit their qualifications and evidence of certification as one or more of these entities. The SBE program, this Project, and the selection of the general contractor will be monitored by the San Francisco Contract Monitoring Division (“CMD”). The selected General Contractor will be responsible for assisting the Developer in meeting forthcoming construction phase subcontracting goals. To be eligible for this contract award, bidders must agree to comply with the San Francisco Small Business Enterprise (“SBE”) requirements and bidders are responsible to make a good faith effort to meet the SBEs participation goal requirements. "Small Business Enterprise (SBE)" for this contract means a business that is certified as an SBE under this program or the following similar programs and the firm’s three year average gross revenues do not exceed the listed economic thresholds.
