INVITATION TO BID Manchester-29811 INV-1 INVITATION TO BID FY22-500-72 Manchester 29811 / X-A004(301) South Manchester Rail Trail Expansion Project Congestion Mitigation & Air Quality Improvement Program (CMAQ) Sealed proposals for the Manchester 29811, South Manchester Rail Trail Expansion Project will be received at the City of Manchester, ("The OWNER"), Department of Public Works, 475 Valley Street, Manchester, NH 03103, before or at 2:00 P.M. (prevailing time), Thursday September 8, 2022, for the following described services: This federally funded Congestion Mitigation & Air Quality (CMAQ) project involves the enhancement/reestablishment of the South Manchester Rail Trail from Gold Street to Perimeter Road (approximately 1 mile). The project includes the rehabilitation of a wooden trestle bridge in addition to pedestrian connections at Frontage Road and Goffs Falls Road. Proposals must be completed in both words and numerals on regular proposal forms, which shall be submitted in a
sealed envelope marked with the project title, addressed and delivered to the Department of Public Works not later than the date and time mentioned above, at which time they will be publicly opened and read aloud. Bids received after the specified time will not be accepted. The project will be substantially completed within 365 calendar days from the date specified in the Notice to Proceed. Bidders should note that the prices contained in the proposal will be considered valid for the duration of the construction. Plans and specifications may be viewed at the Department of Public Works, 475 Valley Street, Manchester, NH 03103. Plans, specifications and proposal forms are available on the City’s website at: http://www.manchesternh.gov/bids There will not be a pre-bid meeting. It is the responsibility of the Bidder to check for any addendums that have been issued. Questions received less than seven (7) calendar days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this advertisement.
