NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS Pursuant to FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements, the U.S. Fish and Wildlife Service (Service) intends to award a sole-source contract to Northeastern Trawl (NET) Systems. The procurement is for a midwater trawl, trawl rigging, and trawl doors that must be sized to match the trawl winches and net reel on a current vessel the Service already has in their fleet. Since net design can have a substantial impact on the retention of specimens in the trawl (both by species and size), trawl standardization is fundamental to ensuring comparable trawl catches and is a priority for our assessment program. NET Systems designed and built the midwater trawl net currently in use on the current vessel and their proprietary design has already been completed and is being utilized by the Service. Furthermore, the trawl doors are matched to the engineered net design to ensure net functionality. The Service needs to ensure that the gear conforms to the current vessel¿s system constraints, and to provide standardization across vessel platforms. This is not a solicitation for quotations, but rather a notice of the Service¿s intent to make a sole-source award to NET Systems. There will be no solicitation issued or available.
