N00164-19-S-NB06 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - 40mm Programmable High Explosive Dual Purpose (P-HEDP) High Velocity Grenade - FSC 1310 - NAICS 332993Issue Date: 22 October 2018- Closing Date: 06 November 2018 - Time 3:00 PM EDTMARKET SURVEY - SOURCES SOUGHT SYNOPSIS: Naval Surface Warfare Center, Crane Division, Crane, IN intends to award a sole-source contract to NAMMO RAUFOSS AS, Raufoss, Norway. This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the fuze design (MK444) used in the MK314 cartridge was exclusively developed by NAMMO and contains unique features that are required for use in the MK47 Advanced Lightweight Grenade Launcher (ALGL). The MK444 fuze was specifically designed for the MK47 ALGL which uses an AN/PWG-1 grenade launcher sight providing full weapon system capability. The programming interface between the

AN/PWG-1 sight and MK444 fuze is proprietary to NAMMO. The full capability of the MK314 is only available when employed with the MK47 ALGL. Award to any other source would result in substantial duplication of testing, procurement, evaluation, and certification costs, which is not expected to be recovered through competition.The Government is seeking information from companies mitigating the sole-source basis listed above. The Government is seeking companies with the capabilities and facilities to produce the 40mm P-HEDP High Velocity Grenade.Responses should include availability, budgetary cost estimate, lead time of the solution, and details of the solution.All interested parties are encouraged to submit company and product literature, a white paper no longer than 10 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration.Responses shall be:1.
