The Master Plan will also guide the vision for the City’s public art collection and programming, in alignment with the vision and goals of the Redlands community and Cultural Arts Commission (“CAC”). Summary of Work Below is a summary of what will be expected of the consultant. A more detailed description of the work product is outlined in Exhibit “A” titled “Scope of Services.” At a minimum, the consultant will include the following in the development of the Master Plan: 1. Stakeholder outreach – Use of existing work done by local groups, or work by the consultant to reach out to appropriate groups. 2. Situational Analysis – Consultant will quantify economic and employment impact of the arts locally. Also identify issues, trends and opportunities for growth. 3. Evaluation of existing resources and assets – Consultant will evaluate local resources that currently (or could potentially) support the arts. 4. Evaluation of the best practices of other regions – Consultant will look at the funding, engagement, and promotional aspects of other regions for the purpose of examining the utility of similar measures here. Other Details Notes Special Notices Local Programs & Policies In recognition of the fact that public art improves the character of the community and enhances the quality of life for individuals living in, working in, and visiting the City, the City Council Resolution Number 6818 in 2009, which formally established the City’s Public Arts Program. In 2019 With the approval of the City Council of the City of Redlands, the Cultural Arts Commission contracted with Americans for the Arts in 2019 to conduct an economic impact analysis based on the Arts & Economic Prosperity 5 study, focused solely on the nonprofit arts and culture industry in the City of Redlands. The report on the economic impact of nonprofit arts and culture organizations and their audiences within the City of Redlands was presented to the City Council 2022 and provided concrete evidence that the promotion of arts and culture will stimulate economic development. Today the City is home to seven art pads for art-on-loan public art installations.
