RFQ Prime Consultant Services Project Description :The Marquis Foundation (“the Foundation” or “Owner”) is soliciting written responses (“Prequalification Written Submissions”) through this Request for Prequalification, to provide Prime Consultant Services for the Marquis Foundation Seniors Housing Development Project in Vulcan, AB (the “Project”). M3 Development Management Ltd. (“M3”) has been engaged by the Owner to provide comprehensive project management services for the Project and will conduct the required administration process regarding this RFQ. This pursuit shall include the following three-stage evaluation process: • Stage I – Request for Prequalification Written Response – Involves detailed evaluation and ranking of written prequalification submissions, resulting in a short list of Proponents who shall advance to Stage II. • Stage II – Request for Proposal Written response – Involves detailed evaluation and ranking of the written RFP submissions prepared by those

Proponents who have successfully advanced beyond Stage I, resulting in a short list of Proponents who shall advance to Stage III. • Stage III – Interview - Involves interviews by the Marquis Foundation’s Building Committee with those Proponents who have successfully advanced beyond Stage II. The primary objective of this pursuit is to enable the Marquis Foundation to select and engage a Prime Consultant who will lead and coordinate the design and engineering disciplines into a unified innovative, efficient, dynamic, and performance-based design team. This team will collaborate with the Owner, the Development Manager, the Construction Manager and the Owner’s Contractors as an integrated planning, design, and construction unit to lead the delivery of the Project to a successful conclusion, targeted for early 2026. This pursuit includes all services including design, engineering, coordination, and administration required to enable the Marquis Foundation’s Development through detailed design, permitting and to project completion.
