The Centers for Disease Control and Prevention intends to award a Sole Source, Single Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract to Johns Hopkins University-Applied Physics Laboratory with a period of performance of Sepember 30, 2019 through September 29, 2024 under NAICS 541715, "Research and Development in the physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) . IDIQ task orders will be either Firm Fixed Price, Cost Reimbursable or Time and Material. The IDIQ will provide extensive systems engineering, analysis, and research and development expertise services in support of technical, operational, programmatic and analytical challenges. John Hopkins University-Applied Physics Laboratory possesses the essential capabiltiy for theoretical analyses, exploratory studies and experiments in any field of science or technology as well as the capability to engineer or develop work calling for the practical application of investigative
findings and theories of scientific or technical nature. The CDC's need is to acquire and improve upon existing capabilities associated with the following: Routine and emergency operations; assessments of operational capabilities and limitations in identifying criticial capability gaps, concept development for exploration of potential solutions including policy, process and technology improvements; prototype development, implmentation or deployment of prototype solutions, new policies and processes; measurement and anlaysis of implemented changes and recommendations for improvement based on analysis.This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C.3304(a)(3)(B) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-3a(2)(ii) which advises Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or federally funded research and development center.This notice of intent is not a request for competitive proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
