Cape Porpoise Pier Rehabilitation: Kennebunkport, ME MaineDOT WIN 025205.00 & 025207.00 EDA 01-79-15171 GEI 2104738 1 of 2 Notice to Contractors NOTICE TO CONTRACTORS Sealed Bids addressed to the Municipality of Kennebunkport and endorsed on the wrapper “Bids for Cape Porpoise Pier Rehabilitation in the Municipality of Kennebunkport” will be received from contractors at the municipal building, located at P.O. Box 566; 6 Elm Street; Kennebunkport, ME 04046, at 2:00 o’clock PM (prevailing time) on Tuesday, February 20, 2024 and at that time and place publicly opened and read. The lowest responsive bidder must demonstrate to the Municipality that it is qualified to undertake the work to be considered for the award of this contract. To be considered for the award of this contract the lowest responsive bidder must have successfully completed a MaineDOT Marine prequalification application, must have an active registration on the Federal System for Award Management directory

Description: Federal EDA Project No. 01-79-15171 WIN Nos. 025205.00 & 025207.00 Location: Project is located at 81 Pier Road. Cape Porpoise, Kennebunkport, Maine, in York County. Outline of Work: Rehabilitation of the Cape Porpoise Town Pier and other incidental work. The BASE BID includes reconstruction and widening of sections of the existing Cape Porpoise commercial pier. The existing refrigerated bait building is replaced. The North Floats and gangway are replaced. The South Floats and gangway are added. Site Improvements include new sewer service to the bait building and upgrades to electrical service, lighting, and communications; preparation for solar panels; replacement and relocation of fuel tanks; and parking area improvements. A prioritized list of Bid Items that may be deducted from the contract to revise the Base Bid in order to address a construction budget shortfall is identified in the SCHEDULE of BID ITEMS. The basis of award will be the lowest responsive BASE BID that includes any DEDUCT Bid Items selected. Any specific brand name products referenced on the plans or specifications are for design purposes only. All products are eligible for an ‘or approved equal substitution’. Consistent with Executive Order 13858, “Strengthening Buy-American Preferences for Infrastructure Projects,” the Contractor is encouraged to use, to the greatest extent practicable, iron and aluminum as well as steel, cement, and other manufactured products produced in the United States in every contract, subcontract, purchase order, or sub- award that is chargeable under this Award. A non-mandatory pre-bid meeting will be held at 10:00 AM on Monday, January 29, 2024 at the project site. A Contract Performance Surety Bond and a Contract Payment Surety Bond, each for 100% of the Contract price, shall be required of the successful Bidder. Surety companies utilized for the bid bond must appear on the US Treasury Circular 570. This Contract is subject to all applicable federal laws, as well as Disadvantaged Business Enterprise Program requirements as set forth by the Maine Department of Transportation (MaineDOT). All work shall be governed by the following documents. In the event these documents are in conflict, the EDA Contracting Provisions shall prevail. 1.
