Prevention and Early Intervention Program

The Wisconsin Department of Children and Families (DCF) mission is to improve the economic and social well-being of Wisconsin’s children, and families by protecting children, strengthening families, and supporting communities. Given the wide array of risks leading to child abuse and neglect and the long-term impacts maltreatment can have on a child’s life, DCF recognizes the need for communities to have opportunities to implement prevention programs tailored to their unique community needs. This Request for Grant Proposal (RFP) allows Wisconsin to grow its prevention and early intervention service array by allowing communities to implement evidence-based or evidence-informed models for services and programs or implement innovative strategies meeting the community’s specific needs. The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for services relating to the Prevention and Early Intervention Program services

to expand prevention services aimed at reducing the contact families may have with the child welfare system and preventing the removal of children from their homes. Eligible applicants include counties, tribes, and non-profit organizations. The target population eligible for these prevention or early intervention services must fall in any of the three following populations: 1. Parents or relatives caring for children who are at risk of contact with the child welfare system or in contact with the child welfare system and have a child at risk of removal from the home; 2. Children who are at risk of contact with the child welfare system or are in contact with the children welfare system and are at risk of being removed from their home; or, 3. Pregnant or parenting youth in out of home care. The State, as represented by DCF, intends to use the results of this RFP to award multiple contracts for Prevention and Early Intervention Program services. It is DCF’s intent to award at least one (1) contract in each of the six regions identified in the RFP. It is not required programs serve all counties/tribes within the region.
