Maintain active and healthy relationships with funding program organizations and be aware of new funding opportunities, application deadlines, and application needs. Develop a funding source guidance document and standard operating procedure. (2) Information Gathering: Become familiar with the District’s CIP, including project definitions, purpose, and estimated cost and timing. (3) Identify Funding Options: Research and identify funding options. The list of funding options should be reasonably exhaustive. Each option should include typical funding availability (total and per-project), eligibility requirements, timelines and deadlines, reporting requirements (including regulatory compliance such as Davis Bacon, BABA, etc.), and other important factors. Provide a funding recommendation schedule for each CIP project, with alternative options (e.g., building in several years to seek a particularly competitive grant prior to design). Each funding option should include an approximate cost if the Consultant were to prepare the necessary documentation. (4) Prepare and Track Applications: Work with District staff to prepare and track applications. The Consultant will have sufficient understanding of large water infrastructure and construction projects to accurately and effectively communicate details of the project for which funding is sought. Familiarity with sam.gov and similar websites is a must.
