Bridges, Structures and Miscellaneous Roadway Construction

Scope of Work: Vendors are invited to respond for an open-end contract for Bridges, Structures and Miscellaneous Roadway Construction for the Broward County Highway and Bridge Maintenance Division and other Broward County agencies that may have need of these services and products. Scope includes, but is not limited to, the furnishing of all labor, materials, equipment, services, and incidentals required to perform bridges, structures and miscellaneous roadway construction work, including maintenance of traffic, guardrail work and bridge-related roadway construction and maintenance activities in a competent and professional manner in compliance with all applicable building, safety, technical and related codes, and laws. Goal Participation: This solicitation includes participation goals for Broward County certified County Business Enterprises. Basis of Award: It is the intent of the County to award this contract to the lowest responsive, responsible bidder by total bid price (sum of all items). A bidder must bid on all items to be considered for award; otherwise, the bid will be construed as incomplete and may be rejected. The County reserves the right to award on a group, item by item basis or total bid price basis, whichever is deemed to be in the County’s best interest. Bid Allowance Amounts: This solicitation includes pass-thru allowances. It is not necessary to add your allowance amounts into your bid prices. Periscope S2G will automatically add the allowance amounts indicated to your bid total and will be reflected on the final bid tabulation. Surtax: Pursuant to Section 212.055(1), Florida Statutes, and subject to approval by a majority of the electors of Broward County voting in a referendum at the General Election on November 6, 2018, there is hereby levied, for a period of thirty (30) years, commencing at 12:01 a.m. on January 1, 2019, and expiring at 11:59 p.m. on December 31, 2048, a one percent (1%) Charter County and Regional Transportation System Sales Surtax ("Transportation Surtax") on all transactions taxable pursuant to Section 212.054(2), Florida Statutes, subject to certain exceptions as further provided by Florida law. Surtax is applicable to this solicitation. Refer to Special Instructions to Vendors for additional information. County/State License Requirements: In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements). Bid Guaranty: Each submittal shall be accompanied by a bid guaranty in an amount equal to five percent (5%) of the bid amount (refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements). This is for informational purposes only and the data will be used for Broward County's research on possible contracting opportunity disparities. The forms will be maintained separately from all other records of this solicitation and will be accessible only by authorized personnel.
