Notice of Intent to Award Noncompetitive Procurement Metro-Area Networking and Voice-over IP (VoIP) solution for the state of Hawaii. The U.S. Geological Survey, Volcano Sciences Center (VSC) and the Hawaiian Volcano Observatory (HVO), has a requirement for an integrated Metro-Area Networking and Voice-over IP (VoIP) solution for the state of Hawaii.HVO¿s requirement for MAN infrastructure consists of the following technical requirements at each of the listed locations:HVO IronworksEthernet service: Bandwidth 100 MbpsVoIP phone service: 30 phone numbers with handsets.HVO Milo St WarehouseEthernet service: Bandwidth 50 Mbps, VoIP phone service, and 8 phone numbers with handsets.Kawaihae Datacenter (KDC)Ethernet service: Bandwidth 100 Mbps, Datacenter co-location 48U cabinet space.HVO old observatory buildingEthernet service: Bandwidth 5 MbpsVolcano National Park AT&T Cell Site (HAVO):Ethernet service: Bandwidth 5 MbpsThe period of performance for this service will be one year (01 June
2023 - 31 May 2024)and three option years (01 June 2024 - 31 May 2025, 01 June 2025 - 31 May 2026 and 01 June 2026 - 31 May 2027). The Government intends to negotiate on a non-competitive basis with Hawaiian Telcom, Inc. of Honolulu Hawaii, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), only one source reasonably available and FAR 13.501. Hawaiian Telcom, Inc. is the only interisland local exchange carrier (LEC) of voice and network services. They are the only carrier to have the infrastructure (including copper and fiber optic cabling) to USGS locations at the Hilo NWS Office on the Big Island. Hawaiian Telcom, Inc. is the only carrier to provide multiprotocol label switching (MPLS) services over a fault tolerant interisland network. They are the only carrier to provide Ethernet based virtual local area network (vLAN) services over an MPLS network.The anticipated purchase order will be firm fixed price. The NAICS code for this action is 517112; Wired Telecommunications Carriers (except Satellite) for which the associated size standard is 1,500 employees.This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Respondents will not be notified of the results of any Government evaluation of the information received.
