Public Notice of Intent to Sole Source - OSPInsight Fiber Network Management SoftwareUpcoming Procurement-00001Closing Date: 04/01/2024 08:00:00 AM PTDetail: The City of Hillsboro intends to utilize this sole source procurement to add funds to a contract the City has executed with IQGeo for the continued use of the above-referenced software. The City Manager has approved this sole source and intends to amend this contract by increasing the value by $199,505 to a not to exceed amount of $245,000 over the remainder of the term (2019-2025) it was executed for. This procurement will be made as provided in the City’s Public Contracting Rules COH-47-0275. The City intends to sole source this Software and Technology for the following reasons: 1. The efficient utilization of existing goods or services requires the acquisition of compatible goods or services; the City has invested considerable time and resources into training employees in the use of OSPInsight, digitizing our existing maps and

as-builts into the platform, and integrating the solution with our GIS system and the 811 Locates system. Switching to a different platform would be a disruptive and wasteful use of City resources. 2. The Goods or Services (including software) required for the exchange of software or data with other public or private agencies are available from only one source; OSPlnsight is a product developed, supported, and sold directly by one company, IQGeo, Inc. There are no other options for the purchase. OSPlnsight is the fiber network management software used by most public and private organizations the City will be interfacing with as we build and operate our fiber network, HiLight. ODOT, Clackamas County, and Astound Broadband all utilize OSPlnsight to manage their fiber network. It is also Washington County's preferred solution. As we expand our network, partnerships will be facilitated through sharing existing and planned infrastructure. Having a common platform will allow us to share this information efficiently. Protests in response to this sole-source procurement are to be emailed to Procurement Services at purchasing@hillsboro-oregon.gov. Protest must be in writing and specify the grounds upon which the protest is based. Protests are due no later than 8:00 AM PST, Monday, April 1, 2024.
