SummarySTATEMENT OF PURPOSEThe City of West Sacramento is seeking Statements of Qualifications from qualified firms or individuals ("Proposer") to provide On-Call Plan Review and Building Inspection Services . Each qualified Proposer is to submit a response in conformity with the terms of this Request for Qualifications ("RFQ") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFQ and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."By way of this Request for Qualifications (RFQ), the City of West Sacramento Building Division intends to pre-qualify a limited number of full-service firms for professional services for plan review, permitting and inspections of commercial, residential and government buildings and structures. The request for multiple Agreements
for Professional Services with consultants will provide staff augmentation as a standard practice to cover spikes in workloads, staff vacancies, and specialty assignments that require unique qualifications. Qualified and experienced staff is required to be available for these services daily or as agreed upon by the City. Firms responding to this RFQ should be able to demonstrate that the personnel that they employ on behalf of the City possess certifications and/or licenses relevant to the work they are performing pursuant to Section 18949.28 of the California Health and Safety Code.SYNONYMOUS TERMSAs used throughout this bid and its attachments, the following terms are synonymous: a. Firm, Consultant, Supplier, Vendor, Contractor, Successful Bidder, Offeror b. Purchase Order, Contract, Agreement c. Services, Work, Scope, and Project d. Pricing proposal/table/sheet, Cost proposal/table/sheet, Rate table/sheet 2. BackgroundOver the past 33+ years, the City’s Building Division has utilized consulting services to perform plan reviews and building inspections when workloads exceed the capacity of City staff. Consultants also provide on-call coverage when Building Division staff is out of the office, or when there are vacancies. They can also be used to cover specialty assignments for certain technical projects. Consultants are used on an as-needed basis to cover fluctuations in workload that do not consistently amount to a permanent full-time position. Consultants are needed to maintain our current customer service levels and address Council economic development goals, including meeting plan review turnaround times and providing next day inspections, and to provide staffing flexibility. Without consultants, plan check review times would be longer and next day inspections would not always be available, delaying approval of permits and construction of current and future development projects within the City. The City also utilizes consultants to provide additional expertise that is required for certain technical projects.The City has used consultants in this role almost since its incorporation in 1987, previously utilizing a competitive process to award a comprehensive building services contract to a single firm; that Agreement for Professional Services expired on September 22, 2022. In order to continue to provide plan check and inspection services in a timely manner to support the City’s economic development and customer service goals, the City needs to execute new agreements and has decided to create a robust on-call list of qualified consultants. Retaining multiple consultants under contract concurrently provides the City with flexibility to utilize different consultants based on their subject expertise and availability of necessary services. 3.
