Stephanie Sowders @ stephanie.sowders@eku.edu Intent: Eastern Kentucky University (EKU) seeks proposals from qualified companies to design print and digital recruitment materials to meet enrollment growth goals for EKU first-time undergraduate and transfer populations. General: EKU is seeking proposals from qualified firms to provide the University with appropriate print and digital materials for enrollment marketing that further the EKU brand, particularly in markets where EKU needs high brand awareness. The consultant will work with proper university personnel to identify audiences for marketing the University to new transfer and freshman markets using digital and print advertising related to audience targeting and affinity-based, persona-driven marketing. The consultant should consult on the design of print materials outlined in the proposed requirements, the timeline for innovation, and the projected outcome of assets. The selection committee will give preferences to vendors with documented experience with return on investment of multiple marketing channels for generating audience interest, ultimately leading to enrollments. Project Scope: For this request for proposal (RFP), marketing and recruitment are defined as freshman and transfer student marketing using comprehensive enrollment market research and a data-driven approach to designing print and digital marketing materials that align with university brand and enrollment standards and goals. Work may include but is not limited to:  Providing assets for integrated, multi-channel marketing campaigns across the following channels: print, social media, and digital advertising  Providing all of the creative development services that accompany data-driven target marketing, including graphic art and copywriting, as appropriate  Assessing the adequacy of resources (including operating budget, technology, and personnel) committed to marketing and recruitment activities Deliverables by June 1, 2023 shall include: Print Assets Include: 1. Colonel Commitment Fee/Deposit Offeror Qualifications & Questionnaire (Offeror should address each of the following in their uploaded proposal): • Overview of the firm and history of doing this type of work • Typical ROI to the institutions for the work performed and what EKU can expect for the digital and print assets. • Experience in conducting marketing in higher education with a specific interest in freshman and transfer markets • Description and qualifications of the Vendor’s team who will support the work • Typical results from contracts with other vendors include response rates and the standard pipeline points to include leads, applications, complete applications, and enrollments. • Research that documents achievement in the above outcome areas for at least three other comparable universities • Samples of at least two postcards, one larger piece (viewbook), and two one-sheet or reference pages. • Samples of at least 5 digital assets from previous projects. • Other research that informs your approach to recruiting students for higher education programs, particularly first time undergraduate and transfer populations. Successful Offeror(s) must comply with all Eastern Kentucky University’s trademark names and logos. Any EKU-branded marketing materials, etc., must be pre-approved by the University. Offerors can view the latest Visual Identity Guide via the following link: https://brand.eku.edu. The University reserves the right to award the contract in part or whole or multiple contracts. Note: If the University issues an Addendum to the solicitation after Offeror has already submitted their proposal, the system will automatically put submitted response into a status of "In Progress" and not "Submitted". The Offeror will need to go back into the system, review, sign and upload the Addendum and resubmit their proposal for consideration and review. Questions Due: No later than 2/3/2023 by 3:00PM (ET) – Submit via the Q&A Board within this electronic solicitation event. Contract Term: The Contract resulting from this RFP and the Successful Offeror’s Proposal shall have an initial term from award date through June 30, 2023. The Contract shall be renewable for up to four (4) consecutive one (1) year renewal periods. The total contract period will not exceed five (5) years, subject to KRS 45A.145. Renewal periods will be contingent upon the University’s needs and satisfaction with the services performed and the overall performance of the Contractor. The University reserves the right to renegotiate any term and/or condition as may be necessary to meet requirements for any renewal period. The Successful Offeror will be advised of any proposed revisions prior to the renewal period. Form of the Contract: The contract executed with the Successful Offeror will be a Personal Service Contract (PSC) that will be submitted to the Kentucky State Government Contract Review Committee (GCRC) for approval. A sample of the PSC form can be viewed under the "Buyer Attachments" section of this RFP. Do not complete the PSC form with your proposal. Successful Offeror must be registered with the Kentucky Secretary of State Office as required by Kentucky law.
