The following factors shall be used to evaluate offers:Technical capabilities: This factor evaluates how well the product or service provided will meet the needs of the government. A quote that exceeds the government’s minimum requirement will be considered for award and a best value determination will be made.Past Performance: This factor evaluates recent and relevant contracts for the same or similar items as well as a contractor’s performance according to data in the Supply Performance Risk System (SPRS).
