First published Tuesday, September 20, 2022 The University intends to award a contract for Chicago Early Childhood Integrated Data Systems to Third Sector Intelligence Inc, Seattle, WA, for an estimated $530,000. Early Childhood data integration, modeling, and development of related data products including dashboards for early childhood service providers and dashboards and analyses of city-wide early childhood data The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration. Third Sector will serve as a subcontractor to NIU on the implementation of the Chicago Early Childhood Integrated Data System (CECIDS) project. The City of Chicago Mayors Office has endorsed the
relocation and data governance of the data hub Third Sector initially deployed for the City of Chicago's Department of Family Support Services (DFSS) to NIU as the new technical administrator for the CECIDS project. The CECIDS project is a critical expansion of NIU's longstanding experience and expertise delivering public sector data services, and is aligned with the broader Illinois Longitudinal Data System project for which NIU is a key technical and governance partner. The CECIDS data hub must be reconfigured to accommodate this strategic shift from a centralized Head Start model focused solely on DFSS data to a decentralized model that incorporates data from six other Head Start providers. We will also hold a hearing if any vendor submits a signed statement showing the capability to provide the stated supplies/services at or below the amount indicated. The public hearing allows any interested party the opportunity to testify for or against the sole source determination as described in this notice. The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing officer will produce minutes of the hearing and may record it in order to aid in the production of the minutes. After conclusion of the hearing we will decide whether the sole source determination was appropriate. We must receive any request to testify and any vendor statement no later than the registration date and time indicated below. If we do not receive a timely request or statement, we will not hold the hearing.We reserve the right to cancel the procurement prior to any scheduled hearing.
