The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has a requirement, to be competed as a total small business set aside, for Engineering and Technical Services for research, development, test and evaluation, engineering, and fleet support for U.S. Navy ships, submarines, military watercraft and unmanned vehicles. This requirement is for non-personal services and incidental materials for NSWCPD Code 402, which is involved with the Hull, Mechanical, & Electrical (HM&E) Submarine Communication and Electromagnetic Systems (SCEMS) Prototyping, Integrated Logistics Support (ILS), and Shipboard Verification Testing (SVT).
The Propulsion, Power, & Auxiliary Machinery Department, Code 402, of the NSWCPD has a need for non-commercial services to include engineering support, design, fabrication, and testing of prototype equipment. The required need also includes ILS, SVT, program management,financial and administrative support associated with functions on all HM
&E SCEMS.
The subject requirement in support of Code 402 includes system troubleshooting, maintenance, repair, and design development for modifications to incorporate upgrades, improvements, and modernization for submarine communication. Additionally, NSWCPD requires engineering services for design, development and integration of state of the art equipment or technical improvements related to legacy systems. This includes new installations, modernizations, and equipment refresh efforts associated with these functions on all HM&E SCEMS.
This acquisition is being procured as a total small business set-aside. The procurement will be awarded on a source selection tradeoff basis, requiring the submission of a technical proposal and cost proposal. The NAICS classification for this acquisition is 541330.
The Government intends to award a single award Indefinite Delivery, Indefinite Quantity, Cost-Plus-Fixed-Fee (CPFF) type contract. The level of effort (LOE) for the performance of this contract is based upon an anticipated total estimated level of effort of 383,000 labor hours. The ordering period for resultant contract is anticipated to be sixty (60) months, with an anticipated period of performance of seventy-two (72) months.
Upon release of solicitation (which is projected to be released no later than (NLT) February of 2022), it is anticipated that the request for proposals (RFP) will close at least 30 days thereafter.
