This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02 Effective 11-23-2020. This solicitation is set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The associated North American Industrial Classification System (NAICS) code for this procurement is

The Tennessee Valley VA Healthcare System is seeking: Maintenance and Repair Services for Steris V-PRO MAX 2 STERILIZERS All interested companies shall provide quotations for the following: Statement of Work V-Pro Max 2 Sterilizer Repair and Maintenance Service 1. General Information 1.1 Introduction and Overview Sterile Processing Service (SPS) at the Nashville and Alvin C. York (Murfreesboro) campuses, Department of Veterans Affairs Tennessee Valley Healthcare System (VA TVHS) requires a vendor to provide preventative maintenance and repair services on Steris V-Pro Max 2 sterilizers. The address for TVHS campuses: Tennessee Valley Healthcare System VA Medical Center Nashville Campus 1310 24th Avenue South Nashville, TN 37212-2637 VA Tennessee Valley Healthcare System Medical Center Alvin C. York (Murfreesboro) Campus 3400 Lebanon Road Murfreesboro, TN 37129-1237 1.2 Background SPS has acquired low temperature sterilizers on both Nashville and Murfreesboro campuses. The Nashville campus has two (2) Steris V-Pro Max 2 sterilizers. The Murfreesboro campus (Alvin C. York) has one (1) Steris V-Pro Max 2 sterilizer. These sterilizers require specially trained technicians to perform preventative maintenance as required and repairs on the Steris V-Pro Max 2 sterilizers as needed. 1.3 Scope of Work The vendor must be authorized to perform work on the Steris V-Pro Max 2 sterilizers in accordance with the manufacturer in order to prevent voiding of the manufacturer s warranties of the equipment. The vendor or vendor s technician will complete all scheduled preventative maintenance (PM) procedures on Steris V-Pro Max 2 sterilizers according to manufacturer instructions and complete all unforeseen repairs of the Steris V-Pro Max 2 sterilizers in a timely manner. A technician will be available 24 hours a day 7 days a week including holidays. The technician must provide all parts needed for repairs and PM. Vendor will provide 24-hour contact information to the SPS Supervisors. 2. Requirements 2.1 Tasks and Skills Required Vendor (Technician) must be trained and currently possess a Steris V-Pro Max 2 Sterilizer Maintenance Certification 2.1.2 Guidelines Guidelines include agency regulations, VA and VHA directives, Sterile Processing Service SOPs, manufacturer instructions and accepted practices. Guidelines also consists of vendor publications related to Steris V-Pro Max 2 operating instructions. 2.1.3 Personal Contacts The technician will have personal contact with facility sterile processing staff. Occasional contact with police department may be required to gain access to the medical center. 2.2 Other Significant Facts: HEALTH AND SAFETY Vendor shall comply with all safety and personal protective equipment policies and regulations. Vendor must provide own safety equipment needed to perform maintenance or repairs. PPE will be provided by the facility while the vendor is working in the prep area of SPS. Facemasks are currently required in the facility. CUSTOMER SERVICE Vendor meets the needs of customers while supporting the medical center and service missions. Consistently communicates and treats customers (patients, visitors, volunteers, and all medical center staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information. Handles conflict and problems in dealing with the customer, constructively and appropriately. SECURITY Protects printed and electronic files in accordance with the provisions of the Privacy Act of 1974 and other applicable laws and federal regulations. Follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc. 3. Supporting Information 3.1 Place and Period of performance Place of performance: Vendor will work as required in Sterile Processing Service (SPS) at the Nashville and Alvin C. York campuses. Period of Performance: One base year period: May 1, 2021 April 30, 2022, and four additional option years. 3.2 Contracting Officer s Representative A Contracting Officer s Representative (COR) will be designated in writing for furnishing technical guidance and advice during the term of the contract. This includes monitoring the general direction of the work to ensure full compliance with all terms and conditions of the contract. 3.3 Personnel Policy/Parking The parties agree that vendor shall not be considered VA employees for any purpose. The vendor shall park in facility provided vendor spaces in the parking garage adjacent to the main hospital at the Nashville VA Campus. Parking at Murfreesboro campus will be coordinated with the SPS supervisor on duty and SPS Supervisor will notify campus police. 3.4 Contract Administration The contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract. In the event the contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be the sole responsibility of the contractor and may not be reimbursed.
