PUBLIC ANNOUNCEMENT OF INTENT TO AWARD ON A SOLE SOURCE BASIS TO THE AMERICAN SOCIETY OF CIVIL ENGINEERS (ASCE)

Naval Facilities Engineering Command (NAVFAC) Atlantic, Norfolk, VA intends to sole source a contract to The American Society of Civil Engineers (ASCE), 1801 Alexander Bell Drive Suite 100 Reston, VA 20191-4382 to provide a series of 5 career-focused courses on-line web-based courses for Structural Earthquake Engineering for Buildings. This requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source is able to provide the type of service that will satisfy the agency requirements.  The Government requires the 5 courses for seven structural engineers within the NAVFAC Structural Engineering Community of Practice. These courses are as follows; Earthquake Engineering for Structures, Seismic Loads, Seismic Design and Detailing of Steel and Concrete Buildings, Seismic Analysis of Building Structures, and Seismic Evaluation and Retrofit of Existing Buildings. Once successful completion of all 5 courses, the Students will earn a Certificate of Completion and 12.0

Continuing Education Unit (CEU) / 120 Professional Development Hour (PDH).This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations.  No solicitation documentation exists and no telephone inquiries will be accepted.  No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice.Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 611430, Professional and Management Development Training. The Small Business size standard is $12 million.  ASCE is a large business under the applicable NAICS.  The Government does not intend to pay for any information provided under this notice.
