The Bureau of Substance Addiction Services (BSAS) seeks proposals from vendors to provide services for the statewide Massachusetts Impaired Driving program (MID) network. (Please note that this RFR was formerly procured under the title Massachusetts Driver Alcohol Education (DAE) program.) Vendors must be licensed as a substance use outpatient program and must comply with all applicable licensing regulations detailed in 105 CMR 164.00. All eligible applicants that meet minimum qualification requirements, as demonstrated by this qualification process, will be authorized for reimbursement through the MID blanket intended for the outpatient MID service network. The Massachusetts Impaired Driving program (MID) is an educational/treatment program for persons convicted of an Operating Under the Influence (OUI) charge. The MID program is offered to individuals ordered by Massachusetts District Courts to complete a state-approved psycho-educational program as a consequence of a conviction for Operating Under the Influence, first offense. The topics are related to the use of alcohol and other drugs and their effects on driving as well as on the wider effects of substance use on behavior. The intent of the program is to raise participants awareness of these effects and to influence behavioral changes, thereby lowering risk for any future OUI and/or substance-use-based
