THIS IS A SOURCE SOUGHT ANNOUNCEMENT FOR WRITTEN INFORMATION AND INVITATION TO MEET WITH EPA REGION 9 STAFF ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE.In preparation for a future procurement, the Environmental Protection Agency (EPA) Region 9 is conducting market research to determine the number and types of small or large business concerns (including SDB, HUBzone, 8(a), WOSB, SDVOSB) capable of performing the tasks listed in the draft statement of work for EPA Emergency Operations Center Analog Line Services (See Attachment).The requirement is for local telephone services that are needed to supplement our voice over internet (VoIP) gateway and for use during a power outage and for secure telecommunications. These facilities are the mobilization centers for emergency operations in California. The analog lines must not require power for operation. The analog lines would allow our emergency responders to continue operations and to

place, receive and forward the call center as needed.The applicable NAICS code is 517311 with a size limitation of 1,500 employees according to the Small Business Administration (www.sba.gov). Interested firms that meet the small business size standard may submit a capability statement in response to this announcement. When submitting a capability statement, interested firms must demonstrate the capability and capacity to perform the work described in the draft statement of work as it relates to enforcement support services. As part of the demonstration of capacity, firms should include information regarding the size and scope of previous efforts pertaining to enforcement support services.Interested firms must also demonstrate that they have the necessary personnel with the requisite experience, labor, materials, services, equipment, and facilities to support the efforts delineated in the draft SOW. Also, firms must include the number of employees and/or size standard in millions of dollars to determine eligibility as well as other sub-categories status such as Small-Disadvantaged Business, 8(a), Service Disabled Veteran Owned Business, Woman-owned business, etc.Only electronic submissions of capability statements will be accepted. Electronic responses shall be limited to 10 pages, including attachments, on 8.5 x 11 pages. Font size shall be no smaller than 11 pt. Submissions shall be in English. PDF or MS Word document formats are acceptable. Capability statements shall be sent to Mr. James Hallman at hallman.james@epa.gov no later than 6:00 PM Pacific Daylight Time on May 10, 2019. Standard company brochures and literature will not be considered a sufficient response to this Sources Sought Notice.
