Expression of InterestAd Hoc Waste Removal and CleanupINTRODUCTIONBattelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL) is seeking an Expression of Interest (EOI) from prospective offerors for ad hoc waste removal and clean up support during construction projects at the INL.2. PROCESSBEA is seeking qualified firms to compete for award of a subcontract in support of waste removal and cleanup during civil construction project. As determined by BEA, a bidders list of qualified responders to this EOI may receive a request for proposal (RFP).Interested firms are advised that the release of the RFP is anticipated in the first quarter of calendar year 2020, with award immediately following receipt of proposals.All construction work on the INL Site is subject to the Davis-Bacon Act and INL Site Stabilization and Jurisdiction Agreements. SUMMARY SCOPEThe scope of this work includes removal and containerization of suspect contaminated soils, possible hazardous materials and/or debris to facilitate continuation of civil construction projects at site facilities. The work will be conducted on a short turnaround timeframe in hazardous waste, mixed waste, and radiologically controlled areas which will require the appropriate CERCLA and radiological control training and certification.Sampling and disposal of suspect contaminated soils will be the responsibility of BEA.4. Included must be sufficient written information confirming the responder’s qualification that addresses each of the following criteria:Financial and bonding capacitySafety record (provided Experience Modification Rates and OSHA 300 logs / 300A Summaries for each of the previous three years)Demonstrated experience and expertise with suspect contaminated soils and/or debris removal containing hazardous, mixed and radiological contaminants and containerization of that waste, within the previous 5 years.Demonstrated experience contracting with government agenciesNote that responses must be no more than 30 pages in length.
