The most current edition of the National Fire Protection Association\npamphlet for Motor Vehicle Apparatus, unless otherwise specified in these specifications shall prevail. The\napparatus should conform to all Federal motor vehicle safety standards. Minor details of construction and\nmaterials, where not otherwise specified, are left to the
discretion of the Respondent who shall be solely\nresponsible for the design and construction of all features.\n\nEach bid should be accompanied by a set of detailed Respondent\u2019s specifications consisting of a detailed\ndescription of the apparatus and equipment proposed. These specifications will include size, location, type, and\nmodel of all component parts being furnished. Detailed information should be provided on the materials used to\nconstruct all facets of the apparatus body. Any Respondent who fails to submit detailed construction\nspecifications may be considered non-responsive and may render their bid ineligible for award.\n\nEach Respondent should furnish a computer-generated weight and balance analysis for the unit being bid. It\nshould address individual and combined axle weights and include an analysis on the vehicle's center of gravity.\nIt should also include a figure for excess payload capacity. Any Respondent who fails to submit the weight and\nbalance analysis in this format should be considered non-responsive and should render their bid ineligible for\naward.\n\nEach Respondent should furnish satisfactory evidence of the ability to construct the apparatus specified and\nshould state the location of the factory where the chassis and apparatus will be built. They should also show\nthat they are able to render prompt service and to furnish replacement parts for the completed apparatus\nchassis, body, and components.\n\nPage 1 of 34\n" "BID OPENING\n\nThe sealed submissions will be publicly opened and read aloud by the Kent County Purchasing Division. Kent\nCounty Purchasing Division will conduct public openings via teleconference. Click here to join the public\nopening.\n\nKent County will award and contract for the goods and services in this Solicitation in an efficient and timely\nmanner. In no event will notification of award be more than 60 days from the date of submission.\n\nThe Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County\nPurchasing Division website are incorporated by reference and shall be deemed to have the same force and\neffect as if fully set forth herein.\n\nINQUIRIES\n\nAny and all communication regarding this Solicitation shall be on the Kent County Purchasing Division Inquiry\nBlog via the Bid Opportunities page or during pre-proposal meetings. Kent County reserves the right to\ndetermine the response format or not respond, at its sole discretion.\n\nQUALITY AND WORKMANSHIP\nThe workmanship must be of the highest quality in its respective field. Special consideration will be given to the\nfollowing points:\n\n(1) Accessibility of the various components which require periodic maintenance or monitoring\n(2) Ease of vehicle operation (pumping and driving)\n\n(3) Visibility of the driver\n\n(4) Symmetrical proportions\n\nConstruction must be rugged, and design must be certified to carry the loads as specified and to meet the road\nand speed requirements as set forth under \"PERFORMANCE TESTS AND REQUIREMENTS\" of the most current\nNFPA Pamphlet #1901 edition. Welding shall not be employed in the assembly ofthe apparatus in a manner that\nwill prevent the removal of major components for service and/or repair.\n\nDESIGN\n\nThe successful Respondent should be solely responsible for the design, construction and material used in the\nconstruction of the vehicle. The apparatus should be of the latest design and type while using the most current\nindustry construction techniques.\n\nEach Respondent should supply with their bid a detailed drawing consisting of the driver side, passenger side and\nrear views ofthe apparatus. This drawing should be representative ofthe apparatus being bid. The drawing must\ninclude but not be limited to all principle dimensions (height/width/length). Pictures or brochures are also\nencouraged that represent the quality of construction being bid. The apparatus, assemblies, component parts,\netc., should be designed and constructed with consideration to the nature and distribution of the load to be\nsustained and to the general character of the service to which the apparatus is to be subjected.\n\nThe apparatus should be designed with great consideration given to overall vehicle weight and weight distribution.\nA computerized weight distribution calculation should be included with the bid. A calculation should include the\nchassis weight with all fluids and fuels topped off, estimated body weight, a 250-Ib. allowance per seat for\npersonnel and a 2,500 Ib. distributed load allowance for equipment. Any Respondent who fails to submit weight\nand balance calculations should be considered non-responsive and should render their bid ineligible for award.\n\nPage 2 of 34\n" "The manufacturer should meet the minimum requirements ofthe most current NFPA Pamphlet 1901 edition, The\nUnderwriter's Laboratories, Inc. and all State and Federal Department of Transportation vehicle regulations at the\ntime of the bid for this apparatus.\n\nROAD TEST\nAll road tests will be performed per the most current NFPA Pamphlet 1901 edition requirements.\n\nLIABILITY\nThe successful Respondent shall defend any and all suits and assume all liability for use of any patented process,\ndevice or article forming a part ofthe cab and chassis, or any appliance under the contract.\n\nDELIVERY and/ DELIVERY DATA REQUIRED\n\n1. The successful Respondent's representative shall remain at the Fire Department until released by the Fire Chief\nor Kent County Fire Commission representative during which time the Respondent shall instruct Fire Department\npersonnel in the proper operation, care and maintenance of the complete apparatus.\n\nInformation required at time of delivery to be supplied by the manufacturer:\n\nA. A title, if manufactured in Michigan made out to County of Kent 300 Monroe Ave NW Grand Rapids MI\n49503. If manufactured outside of Michigan, a certificate of origin and all other necessary documents to title\nvehicle.\n\nB. Electrical \"as built\" schematic booklet\n\nC. Final build data sheet showing serial numbers for the following:\n1. Cab and chassis VIN\n2. Engine serial number\n3. Transmission serial number\n\n4. Apparatus/Body serial number\n\nD. One copy of a complete operations and general maintenance instructions as delivered, including but not\nlimited to the chassis, engine, transmission, axles, lubrication charts, rescue body and appropriate accessories.\n\nE. The Underwriters Laboratories Incorporated test Certification shall be provided on delivery of the\napparatus.\n\nF. The successful Respondent shall supply all data required in the most current NFPA Pamphlet 1901 edition.\n2. Freight Terms: F.O.B. Destination, Freight Paid.\nEXCEPTIONS TO SPECIFICATIONS\nEach Respondent response should include a returned copy of this Request Bid Form with the yes/no columns\nchecked for compliance to specifications.\nExceptions, no matter how minor, must be marked in the \u201cNO\u201d column.\nThose exceptions should be listed on a separate sheet and should refer to specification page number and\n\nparagraph. It will be mandatory for any perspective Respondent that deviates from the proposed specifications,\nto give a full description of all deviations.\n\nPage 3 of 34\n" "Respondent and his/her manufacturer being represented will be held responsible for deviations not specifically\naddressed or approved by the Kent County Purchasing Division and the Fire Department. Items not addressed\nwill be considered as being bid with no exception and will be included on the apparatus in the form presented in\nour specifications. Non-compliance will be grounds for rejection of the completed vehicle - NO EXCEPTION.\n\nWhere respondent's specifications and/or construction differ in any way from the bid specification, a full and\ncomplete description in the specification will be required. Drawings will also be required to show alternative\nconstruction methods. Partial descriptions or general clarifications covering groups or sections of the\nspecifications will be unacceptable.\n\nCLARIFICATIONS TO SPECIFICATIONS\n\nClarifications should refer to specification page number and paragraph. Any such clarification that appears vague\nor misleading should be considered an exception. Complete clarifications are required describing the reason for\nthe deviation. Apparatus will be inspected upon delivery and prior to acceptance for compliance with\nspecifications.\n\nCONSTRUCTION / APPROVAL DRAWINGS\n\nPrior to construction, a drawing shall be supplied to the Fire Department for approval. The drawing will carry\nthe same requirements as the bid drawing for detail. The drawing shall be signed and returned to the factory\nand kept on file for future reference.\n\nPRECONSTRUCTION CONFERENCE\n\nThe Respondent shall have a Pre-Construction Conference prior to any manufacturing. If location is held atthe\nmanufacturing facility, all expenses for transportation, lodging and meals paid for by the Respondent for up to\nbut no less than three (3) customer personnel. Travel shall be arranged in the most economical method\navailable for Kent County Fire Commission staff and its members with all things considered (i.e. staff time,\navailability, cost of fuel, etcetera). If travel is greater than an 8 hour drive each way, arrangements shall be made\nby commercial air. The selling dealer and/or representative MUST be present at the preconstruction conference.\n\nINSPECTION TRIPS\n\nOne (1) inspection trip for up to but no less than two (2) customer personnel will be arranged with all expenses\nfor transportation, lodging and meals paid for by the Respondent. Travel shall be arranged in the most economical\nmethod available for Kent County Fire Commission staff and its members with all things considered (i.e. staff time,\navailability, cost of fuel, etcetera). If travel is greater than an 8 hour drive each way, arrangements shall be made\nby commercial air. The selling dealer and/or representative MUST be present at the inspection.\n\nFinal inspection prior to shipment. Inspection will take place at times arranged on a mutual basis between the\ncustomer and Respondent. Additional inspection trips will be made at the option of the manufacturer. Progress\npictures will be provided once body has started construction. Pictures will be provided throughout each phase of\nconstruction, paint, and assembly.\n\nNFPA REQUIRED ITEMS\nThe purchaser shall be responsible for providing all equipment items required by the most current NFPA pamphlet\n1901 edition that are not otherwise indicated or addressed in these specifications.\n\nDELIVERY\n\nThe completed apparatus will be transported to the Caledonia Fire Department by an authorized representative\nofthe manufacturer, at which time training will be provided by an authorized representative ofthe\nmanufacturer as soon as possible and desired by December 31, 2025. Training manuals specifically designed to\nuse for this apparatus will be provided.\n\nPage 4 of 34\n" "REFERENCES\nProvide 3 references of current/past customers who can verify the quality of products and/or services of similar\nsize and scope your company provides. References may not include any current/past Kent County employees.\n\nBID BOND\nNo Bid Bond is required if Respondent\u2019s offer is less than 500,000. If the offer is withdrawn after Solicitation\nopening, Respondent may be removed from the Bidder's List (\u201cVendor Registration\u201d) pursuant to Kent County\n\nPurchasing Central Purchasing and Open Market Procedures for Goods and Services section D.13 Failure to\nPerform Satisfactory.\n\nEach offer over 5500,000 must be accompanied by a Bid Bond executed by the Respondent and payable to\nCounty of Kent for 5% of the total amount of the offer. Attorneys-in-fact who sign Bid Bonds, Payment Bonds or\nPerformance Bonds must file a certified dated copy of their Power of Attorney. A certified check, bank draft,\ncashier's check, or negotiable U.S. Government bond (at par value) may be submitted In lieu of a Bid Bond.\nPersonal checks are NOT acceptable.\n\nIf requested, the Original Bid Bond must be received by the Kent County Purchasing Division within 2 business\ndays of request. Bid Bonds of unsuccessful Respondents will be returned after the Solicitation is awarded. The\nBid Bond of the successful Respondent will be retained until the contract is fully executed by all parties involved.\n\nPERFORMANCE AND PAYMENT BOND\n\nEach contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each payable to\nthe Owner (County of Kent) and each in the amount of 100% of the contract price with a corporate surety\napproved by the funding agency, for the faithful performance of the contract.\n\nWARRANTY\n\nAll goods shall consist of the original manufacturer warranty in addition to any other warranties specified in this\nSolicitation. Respondent shall execute all documents necessary to transfer applicable express warranties to Kent\nCounty. The Respondent shall not disclaim any warranty recognized by Michigan law including the Warranty of\nMerchantability or the warranty of Fitness for a Particular Purpose.\n\nINVITATION FOR BID/RFQ SUBMISSION\n\nComplete submissions must be received in the Kent County Purchasing Division on or before the due date/time\nspecified by the designated clock (local time). Late, faxed, or emailed responses will NOT be considered.\n\nSubmissions may be submitted electronically on the Bid Opportunities page of the Kent County Purchasing\nDivision's website.
